SPIRE Credit Union is seeking an experience Loan Operations Manager to join its loan servicing team. This position is responsible for:

* Executing SPIREs Loan Operations Department strategic initiatives to support and achieve the overall objectives of the organization.
* Overseeing the expectations, performance, training and growth of goal orientated managers and staff.
* Preparing, executing, maintaining and meeting budget expectations.
* Regulatory Compliance and reporting of assigned areas.
* Internal Control Monitoring; Research, Development & Implementation of loss mitigation programs;
* Internal and External member services levels.
* Monitoring and reporting industry trends.
* Providing leadership, participation and support to SPIREs Management, Board, employees and members.

Major Duties and Responsibilities

Provide quality direction, leadership, training, and performance development of a motivated, service oriented, and professional work force for the credit union.

* Establish and effectively communicate to Managers and staff the responsibilities and performance expectations. Routinely review collection and member service levels, assigned queues, and other work to ensure compliance with policies and procedures.
* Assist Managers with preparing routine performance evaluations and review while providing positive, constructive feedback on an on going basis to ensure desired results.
* Identify training and/or development opportunities that will assist the Managers and employees in achieving enhanced job performance and/or career objectives.
* Assist Managers with recommending and coordinating performance, training, and/or career growth needs and requests with SPIREs HR department

Oversee the development and administration of Loan Operations Department plans and strategies to support the achievement of SPIREs overall business objectives.

* Evaluate reports, decisions, and results of the department in relation to established goals and recommend new approaches, policies, and procedures to effect continual improvements in efficiency to the Assistant Vice President of Consumer Lending
* Establish and implement efforts that effectively communicate and support SPIREs vision and strategic objectives.
* Consult with Assistant Vice President to define each department goals and objectives.
* Evaluate and ensure SPIRE maintains a competitive and cost effective loan servicing system.
* Negotiate pricing and vendor contracts to maintain or reduce expenses .
* Provide latest information regarding industry, budget and regulatory trends to Assistant Vice President of Consumer Lending.

Work with Assistant Vice President to produce budget and strategic objectives for the Loan Operations department.

* Develop, maintain and implement strategies to meet or exceed department and credit union budget expectations
* Evaluate industry and organizational trends to establish budget projections and goals
* Provide direction and input regarding SPIREs loan loss and expenses to ensure accurate planning
* Research, develop, maintain, and administer procedures and policies to assist the Credit Union in achieving its monthly, quarterly and annual strategic goals.
* Identify and counsel Managers, direct and indirect reports on related trends that may have a direct effect on SPIREs budget projections.

Produce detailed monthly, quarterly and annual reports for Assistant Vice President of Consumer Lending and the Board of Directors to keep them informed of SPIRE's delinquency and potential loss trends.

* Evaluate and report data and trends within portfolio segments to Vice President of Consumer Lending
* Prepare and complete Real Estate Owned, bankruptcy, charged off loan reports.
* Review and approve month end delinquency.
* Prepare month end repossession analysis report.
* Determine loan loss ratings on delinquent accounts
* Complete and review monthly and periodic reports (charge off, delinquency, mortgage real estate owned (OREO), performance, and bankruptcy).
* Provide informational items and action reports for board meetings as requested

Monitor, coordinate and report regulatory compliance, policy and procedures changes, and internal controls monitoring within areas of responsibility

* Annually review all policies and procedures within dedicated areas of responsibility.
* Research, establish and update policies to meet new or revised regulations.
* Routinely inform Management and staff of industry and regulatory changes.
* Research, develop and implement new policies and procedures.
* Implement Loss Prevention policies, regulation follow up process, and a compliance strategy.
* Monitor, evaluate and act on alerts within SPIREs fraud detections system.
* Maintain and disseminate regulatory and industry alerts and updates.
* Prepare and maintain weekly and monthly Internal Report Monitoring.
* Attend and provide updates and input for SPIREs Risk Management Committee.
* Schedule, coordinate and/or attend appropriate training, conferences and webinars.
* Provide assistance and support for Regulatory, Internal and External exams and audits.
* Maintain expertise in all applicable laws, policies and regulations within the following areas: Consumer debt collection, Repossession, Bankruptcy, and Foreclosure.

Manage SPIREs other real estate owned portfolio.

* Evaluate, maintain, secure foreclosed real estate properties.
* Work with appropriate mortgage servicer on OREO properties.
* Maintain, update and follow SPIREs OREO policies and procedures.
* Prepare monthly reports.
* Coordinate and authorize sale and closing of foreclosed properties.
* Coordinate with Member Business Lending on specific commercial properties.

Education/Certifications/Licenses

A college degree in a related field

Experience

Five years to eight years of similar or related experience, including preparatory experience.

Knowledge of:

* State and Federal laws and regulations that affect consumer loans such as credito legal action
* Bankruptcy, foreclosure, repossession, seizure and collection laws and regulations
* Real estate workout/modification techniques
* Microsoft Office skills including preparing spreadsheets and reports, letters, agendas, and reviews.
* Credit Union products, services, policies and procedures
* Credit union industry core banking and account on line software
* Both simple arithmetic and finance related mathematics
* Professional business grammar and correspondence as well as professional telephone etiquette
* Member Business/Commercial Lending

Ability to:

* Read, comprehend and interpret to staff information received from others
* Coordinate multiple and conflicting priorities to provide supports to staff and complete projects in a timely manner
* Respond positively to change and growth to support Credit Union goals and upper management
* Use clear communication skills to direct staff and report to upper management
* Communicate and interact with a variety of people, to promote the credit union and build strong member relationships
* Assist in solving problems quickly and efficiently to support staff and provide service to our members
* Develop professional relationships with members and to create effective teams with co workers, and to lead staff toward the completion of department objectives and goals
* Problem solve, make decisions, and exercise good judgment
* Organize multiple tasks and to maintain a courteous demeanor in a busy, high stress work environment
* Employ advanced interpersonal techniques (advising, confronting, resolving conflicts)
* Bend, sit, and stand in order to perform primarily sedentary work with limited physical exertion and occasional lifting of up to 30 lbs
