POSITION SUMMARY

This Regulatory position supports the ND asset on all air permitting and compliance programs. The position is a Subject Matter Expert (SME) on federal Clean Air Act, North Dakota air regulations, and permitting requirements applicable to upstream and midstream operations. The position is responsible for obtaining, coordinating and managing all air permitting and reporting activities including, but not limited to, Title V, PTO, PTC, Well Registrations, and support of Enviance software for ND GHG reporting. This position also evaluates potential air compliance issues, develops compliance plans with the business unit, and advises management on recommended compliance strategy.

Roles and Responsibilities
  • Represent Hess - establish and maintain relationships of integrity and trust with all Regulatory agencies
  • Provides air technical expertise and advisement on air issues to management
  • Develops air permit applications/registrations and interacts with permitting agency to ensure timely and reasonable permit
  • Preparation and submission of required annual reporting
  • Coordination and implementation of all stack and engine testing
  • GTUIT reporting, location sundries and Production volumes
  • Provides engineering advice for facility design or modifications to ensure facilities designs meet regulatory needs
  • Partners with Operations to develop strategies and compliance plans for new regulations and permits
  • Remains current regarding the latest developments in air pollution control technologies and continually reviews new and proposed regulations
  • Benchmarks with industry peer groups and shares best practice processes from across the industry.
  • Provide and maintain leading indicators to measure air compliance performance


SKILLS/COMPETENCIES:
  • Detailed knowledge of Federal and North Dakota air regulations
  • Able to clearly and concisely communicate to all levels of the business
  • Ability to collaborate and partner with other parts of the organization to influence regulatory compliance
  • Strong attention to detail


EDUCATION/EXPERIENCE:
  • Bachelor's degree required
  • 3 to 5 years of experience in regulatory compliance or oil and gas industry preferred
  • General knowledge of upstream/midstream oil and gas operations
