Fair Housing Investigation and Outreach Coordinator - Full-Time

Mid-Minnesota Legal Aid (Legal Aid) is seeking a full-time Fair Housing Investigation and Outreach Coordinator for its Minneapolis office's Housing Discrimination unit. The Housing Discrimination Law Project (HDLP) provides advice, undertakes full representation, and pursues litigation on behalf of renters who have experienced discrimination when applying for housing, during their leases, or in the termination of their rental housing or housing subsidy. This position DOES NOT require an attorney license.

One unique type of investigation that HDLP uses is "testing" - a process in which volunteers pose as home-seekers and report back on their interactions with a landlord or leasing agent. The information that is gathered by testers and analyzed by the coordinator assists HDLP in evaluating complaints about possible violations of local, state, and federal fair housing law.

RESPONSIBILITIES:

  • Apply the principles of Legal Aid's Racial Justice Values Statement in all interactions.
  • Recruit and manage volunteer "testers" that pose as prospective home seekers and gather information about rental housing practices
  • Train testers based on an established protocol and training manual and update tester training materials as needed
  • Design and control each fair housing test. When a tester completes a written test report, the coordinator reviews the details of the report, conducts an analysis, and writes a summary of the analysis.
  • Conduct ongoing outreach in the community to ensure that there is a diverse group of testers reflective of all the classes protected under local, state, and federal fair housing law
  • Conduct outreach in the community to educate renters and community partners about fair housing, including communities most impacted by COVID-19. Outreach may include community presentations, tabling at events, and small group information sessions with community partners.
  • Other litigation support as needed, including: client interviews, client correspondence, gathering records including medical and police records, and referring clients to legal and social service resources under the supervision of an attorney

QUALIFICATIONS:

  • Demonstrated interest in and commitment to the needs of clients with low incomes and other vulnerable clients
  • Creativity and the desire to work semi-independently
  • Ability to collaborate with Legal Aid team members
  • Excellent analytical and written and verbal communication skills
  • Proficiency using Microsoft Office required
  • Legal training, knowledge of community resources, and experience with case management software preferred
  • Language proficiency, particularly in Arabic, Hmong, Oromo, Somali, and/or Spanish, preferred
  • Diverse economic, social, and cultural experiences preferred

SALARY: $40,408 to $42,648 per year, depending on experience, plus benefits. Benefits include family medical and dental insurance, life insurance, vacation, and sick leave.
