Position Title: Facilities Manager
Reporting To: WCROC Director of Operations
Classification: CO Pro 2 Supv-Facilities Mgmt

Pay Range: $63,170-$104,228

Major Areas of Accountability:

Facilities Management (90%)
Responsible for coordination of the WCROC wide facilities management to include:
Infrastructure (30%)
1. Manages, maintains, and oversees buildings and building systems for all buildings at WCROC.
2. Maintains HVAC, water, phone systems, and power systems in buildings. Works with staff members to have buildings, offices, and structures meet their needs. Maintains and oversees the elevator, fire pump system, emergency generator, fire alarm system, sprinkler and water tank system, a control system for heat pumps, and water filtration system in the administration building.
3. Orders annual testing of the elevator, fire alarm system, and sprinkler system.
4. Coordinates with U Space and maintains a database for U space.
5. Manages, maintains, and oversees utilities including electrical, fiber optic, phone, well and water distribution, natural gas, and sewer systems.
6. Repairs and manages HVAC system monitoring and control systems in Administration building, Swine nursery, Dairy barn, and finishing barn. Integrate new technology into building systems.
7. Locates utilities, contacts Gopher One, and maps utilities. Locates WCROC utilities during Gopher One locates. Submits utility locates for all WCROC projects. Works with and assists other utilities during locating or work at WCROC. Be present at all dig sites when utilities are close.
8. Maintains well, water system, and arsenic removal systems. Works with the Minnesota Department of Health to maintain required arsenic copper and lead sampling.
9. Responsible for overseeing spill prevention, overfill prevention, release detection, emergency response, release reporting, secondary containment, and notification requirements.

Project Planning and Management (30%)

1. Manages emergency response, disaster cleanup, and repair. Assist projects in the work continuum after storm events to provide required ventilation, feeding, shelter, and animal handling. Coordinate the WCROC business office, Risk Management, and other agencies such as FEMA to manage and complete the project.
2. Project planning and coordination of major and minor faculty projects. Coordinates with administrators, WCROC staff, contractors, and the University of Minnesota Codes Office to design, plan and implement projects. Serve as liaison with contractors, working with WCROC business office to maintain budgets and pay invoices.
3. Works with and assists the Renewable Energy team on the solar system and ammonia plant.
4. Performs special projects as required such as coordinating vehicle inspections, inventory services inspection, vehicle license tabs, etc.

Supervisory and Administrative (10%)
1. Supervises Senior General Mechanic and provides feedback on work performance. Works with a mechanic to ensure equipment, buildings, and Center facilities are in good working order which includes supervising repairs and upgrades of farm and plot equipment. Supervises preventative maintenance schedules of farm and plot equipment, buildings, and research equipment. Tracks age and use patterns of equipment and recommends
replacement schedules of equipment.
2. Assigns tasks and directs summer student employees. Provides safety training, assembles work lists, manages and oversees projects.
3. Assists with large equipment purchases. Obtains bids and recommendations on equipment purchases such as vehicles, printers, farm equipment, etc.
4. Assists in the preparation of educational materials and reports.

Information Technology (20%)
1. Assists Center faculty and staff with IT requirements. Maintains WCROC personal computers, the network, and accessories such as printers and laminators. Responsible for upgrading, and maintaining computers, software, and printers.
2. Provides technical support to all WCROC faculty, graduate students and staff including Morris Regional Extension Office.
3. Sets up and assists WCROC faculty and staff including Morris Regional Extension Office with remote meeting systems including Google hangout, Skype, Zoom, MS Teams, and Webex. Sets up hardware and software and manages the IT/AV during meetings.
4. Manages IP addresses for computers, routers, printers and building/machine control systems.
5. Maintains audiovisual systems in the AgCountry Auditorium and Seminar room. Sets up and maintains ITV systems where required.
6. Work with University Network & Telephone Systems to maintain and upgrade VOIP phone system and directory.
7. Designs and/or assists and directs instrumentation and monitoring of new and ongoing
research projects. Works with faculty and scientists to video record animal behavior in
barns.
8. Keeps current with new technologies and stays connected to CFANS IT director and staff.
9. Maintains internet, wireless bridges and phone system. Designs access points to buildings without internet access.
10. Troubleshoots and repairs electronic devices and specialized equipment such as scales, controllers, etc.

Research activities and miscellaneous duties (10%)
1. Assists farm/plots crew during spring and fall.
2. Represents WCROC Management during special events such as Hort night and field days.
3. Miscellaneous duties as assigned.

Essential Qualifications
BA/BS degree and at least two (2) years of relevant experience, or a combination of related
education and/or relevant work experience totaling at least six (6) years

Desired Qualifications
1. Willingness to work cooperatively in a team setting.
2. Experience with building maintenance, construction, and renovations.
3. Experience working with building contractors (carpenters, plumbers, electricians, etc.)
4. HVAC experience
5. Experience with computer operations including information technology techniques and concepts, operating systems, database management systems, system software and desktop software support.
6. Use of technology to help deliver educational information and programs.
7. Public relations and/or resource development experience.
8. Class D Water system operator certificate from the Minnesota Department of Health.
9. Excellent written, oral and electronic communications skills.
