Job Summary
The Director of Finance is responsible for leading and establishing a clear vision for the division which supports Blue Cross Blue Shield of North Dakota (BCBSND) strategic financial goals. This position analyzes, interprets, and communicates relevant financial information and business trends while maintaining and improving control structure. The Director of Finance drives continuous process improvement in operational planning, procurement, fixed assets, accounts payables, financial system management, forecasting, budgeting and financial analysis across the company.

Experience Details: Minimum of 8 years of experience in accounting, treasury, finance, or related field is required, of with at least 5 years of staff leadership is required.
Certification, Licensures & Registration Requirements
Title: Certified Public Accountant (CPA), Certified Treasury Professional (CTP), or Certified Managerial Accountant (CMA) is preferred.
State or Agency: Board of Accountancy, Association for Financial Professionals, Institute of Management Accountants
Equivalent combination of education, experience or training determined to be acceptable by Human Resources may be substituted, unless regulated by contract or program standards

Essential Functions
- Directs, leads, and oversees employees in accomplishing work objectives within the unit(s). Coaches, motivates, rewards and recognizes employees. Sets clear goals, objectives and expectations while holding employees accountable for achieving results.
- Develops, implements, and maintains a financial infrastructure that improves the overall operation and effectiveness of the business.
- Provides accurate and timely reporting and analysis of financial information and insights for divisional, corporate, and legal requirements. Develops, maintains and oversees strong internal controls to provide reasonable assurance regarding the achievement of operational objectives and accurate and reliable financial reports.
- Oversees and directs accounting standards and regulations and implements accounting policies for new initiatives and transactions. Ensures Generally Accepted Accounting Principles (GAAP) and Statutory accounting principles are in place as well as other internal financial and accounting controls to protect the organization.
- Oversees the coordination and activities of independent auditors ensuring all audit and compliance issues are resolved, including the preparation of annual financial statements in accordance with legal requirements.
- Oversees treasury functions for the Company including accounts payable and receivable, fixed assets, payroll, managing vendor relationships, cash management and long-term investments.
- Drives the financial planning of the business by analyzing performance and risks; providing advisement through the development of metrics, reports and executive dashboards; education and support to ensure each division clearly understands the data to make informed and strategic decisions.
- Monitors enterprise administrative expenses and BCBSND capital expenditures; reviews and analyzes reports and explains costs and cost variances to management staff, executives and representatives of affiliated companies.
- Strives for continual improvement of the budgeting process through education of division leaders on financial issues impacting department budgets.
