Job Summary

The Vice President (VP) and Chief Data Officer (CDO) is responsible for leading and guiding the enterprise on the data vision, advanced analytics, strategy, and delivery ecosystem that facilitates the secure collection and processing of data. The VP and CDO works with business leaders from across the enterprise to develop and utilize advanced analytics to provide new business insights, drive innovation and create market leading competitive advantage. This position also envisions and defines our data assets and develops and executes the strategic roadmap to ensure data is well managed, appropriately available to stakeholders, and available for transformative analytics capabilities.

Essential Functions
  • Directs, leads, and oversees employees in accomplishing work objectives within the unit(s). Coaches, motivates, rewards, and recognizes employees. Sets clear goals, objectives and expectations while holding employees accountable for achieving results.
  • Champions and drives innovative analytics capabilities within the enterprise, advancing the organization’s use of data to drive new business products and services, guiding the journey to a data-driven business.
  • Crafts and communicates strategic roadmaps tying the value from data and analytic investment to tangible business and client outcomes such as cost optimization, improved customer, and provider experience.
  • Partners with business unit Executives to envision and develop new levels of analytics and data analysis, utilizing data-driven insights to drive new digital healthcare capabilities and other leading edge business innovation.
  • Develops and executes the vision and resulting solutions for data quality, availability, interoperability, and protection of our data across our assets while enabling business outcomes through analytics and integration.
  • Leads the development and execution of multi-year business plans that addresses current and emerging market demands, company priorities, and enables solutions in the areas for data, analytics, shared solutions, and business applications.
  • Champions the value of information (data) as a strategic business asset and drives a culture of innovation and experimentation with business leaders and customers using data insights.
  • Oversees data operations ensuring the team takes a process-oriented, automated, and collaborative approach to designing, implementing, and managing data workflows and a distributed data architecture.
  • Manages the identification, selection and implementation of data management and data analytics tools/technologies for the organization, with a focus on data quality, enabling self-service capabilities and providing leading edge decision support to the enterprise.
  • Leads, develops, and maintains education, user training and learning programs that increase the company’s overall data literacy and knowledge/skills of data analytics concepts, data visualization and business intelligence.
  • Drives and directs a continued focus on data quality across all enterprise data assets and their use in data integration services, reporting, analytics, data visualization, any and any other data deliverable that is distributed to internal or external users.
  • Ensures process and procedures within the organization are focused on data accuracy and quality. Proactively implements ongoing data quality validation and verification processes and tools, working with data stewards and business data owners to ensure data integrity across enterprise data assets.
  • Oversees the development, delivery, and on-going management of a successful data governance program.
  • Identifies and measures program goals through key performance metrics, operational SLAs, and market adoption goals.
  • Oversees revenues and expenses associated with data strategy and assets ensuring programs are delivered within budget and revenue targets are met.

Education Requirements

Required: Bachelor's

Preferred: Master's

Field(s) of Study: Business, Information Technology, Data Analytics, Finance, Management Information Systems, Healthcare or related field

 

Experience Requirements

Required: Minimum of 15 Years

Preferred: Minimum of 15 Years

Experience Details: Minimum of 15 years of data analytics, business intelligence, information technology, health informatics, data management or related experience is required, of which 7 years of supervisory/staff leadership experience is required.

Employees new to Blue Cross Blue Shield of North Dakota are eligible to apply for positions within their assigned department after successfully completing 90-days in their role. For positions outside of their department, new employees should attain a minimum of six months of service before applying for a new role.
