The health care markets are evolving in many ways and the role and impact of the Government programs is becoming increasingly important as health plans and providers look for new ways to grow and manage risk. In particular, the ability to manage medical cost through care management interventions or network management strategies is critical to the success of these organizations.

Optum Advisory Services (OAS) is seeking a Senior Architecture Analyst to provide architecture support to different areas within the government programs practice. This position is responsible for developing and maintaining strategic roadmaps, capability matrix, system processes in all areas of Medicare, Medicaid, and ACA programs.

Primary Responsibilities:

  • Research and document CMS and state specific regulations, guidelines and policies etc. around waiver programs and requirements
  • Define and maintain market needs and gaps to current capabilities (matrix with Marketing and Sales teams)
  • Work with business and IT teams to review capability scope, design, and implementation plans
  • Define Points of View for best practices and develop key performance indicators to show value
  • Contribute to proposals and statements of work for client specific engagements
  • Participate and support Request for Information (RFI), Request for Proposal (RFP) and sales process
  • Contribute to financial analysis for proposed solutions
  • Attend and participate in oral presentation
  • Ensure utilization rate and billable revenues are attained annually
  • Participate in development of business segment and enterprise level planning and program objective setting
  • Participate in program scope and prioritization decision processes
  • Contribute to the development of program roadmap and timelines
  • Support program communication plan and execution
  • Require that quality assurance methods are implemented within the program
  • Provide status updates and review of programs to senior leadership
  • Work with client to lay out strategic roadmap for consulting solutions
  • Meet and maintain high client satisfaction scores (>90%)
  • Develop and maintain client references

Required Qualifications:

  • Undergraduate degree or equivalent experience
  • 3+ years of experience working as an architect or business system analyst
  • 2+ years of experience working with Microsoft Office applications
  • 1+ years of programming experience with any Java or .Net technologies
  • 1+ years of experience with the Web
  • 1+ years of experience with modeling workflows, flowcharts, and data flow diagrams

Preferred Qualifications:

  • Familiar with enterprise architecture frameworks such as TOGAF
  • 1+ years of experience in the health care industry
  • 1+ years of experience within a consulting or payer related organization
  • Understanding of cloud-based solutions

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado residents is $82,100 to $146,900. The salary range for Connecticut / Nevada residents is $90,500 to $161,600. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
