The Office of Capital Planning and Budget provides support to the Board of Regents, the 13 institutions of UW System and, in partnership with the Wisconsin Department of Administration Division of Facilities Development, the State of Wisconsin Building Commission. The office offers institutional partners guidance and expertise in capital planning, budgeting, administration of the UW Managed design and construction program, architectural/engineering assistance as well as real estate services to support the institutions in developing and maintaining their biggest single physical investment - university facilities.

The office also develops the Board of Regents biennial capital budget request and submits it to the state's Department of Administration for its recommendation as part of the governor's biennial state building program.

POSITION SUMMARY

This position will be primarily responsible for the project management of capital building projects. Construction projects typically range from $100,000 to $20 million and include academic, administrative, recreation, housing, athletic, medical, and research facilities. This position will be involved with multiple projects representing the University of Wisconsin from the owner's perspective. Phases and aspects of particular focus include project initiation, planning, design, execution, budget management, schedule adherence, client-scope management, vendor management, and closing of construction projects. The position includes both Project Management and Project Administration duties.

As a Project Administrator this position will oversee the project and assist the institution's project manager with all project management aspects. Other duties will include assistance with forthcoming project management software, policies, and procedures. This position is be expected to uphold the standards of UWSA and the State of Wisconsin.

MAJOR RESPONSIBILITIES
Project Administration and Project Management
The project manager role will include leading the team of consultants, contractors, vendors, and university staff and leadership though the design and construction of a project. The project manager will assume all project accounting activities and create and monitor the project budget and schedule.

Provide project management expertise necessary to develop, advance, and manage building projects from opportunity identification through construction and occupancy, including:

Make recommendations and decisions on the scope, budget, and schedule of projects.
Work with university departments and administration to identify issues, determine program and facility needs, evaluate alternatives, and develop scope and schedules.
Develop project budgets, assist with the development of cost estimates, and evaluate other factors influencing financial feasibility of projects.
Assist with the development of project justifications, project request documents, program statements, project charter and schedules for specific projects.

Ensure that University of Wisconsin System and State of Wisconsin standards are met, program requirements are fulfilled, and expenditures are commensurate with program need.
Act as university liaison between user groups and architectural/engineering (A/E) firms during preparation of construction documents and specifications. Coordinate and participate in peer reviews of work by A/E consultants. Assist with the coordination and conducting of pre-bid tours.
Provide critical technical assessment of bidding and construction documents prepared by A/E firms. Assessments will include completeness of design, coordination of disciplines, consistency with the program, constructability, and maintainability.
Monitor the submittal schedule of shop drawings, material/equipment submittals and mock-ups, and monitor construction schedule and progress. Resolve conflicts and problems to maintain quality and meet budget/schedule constraints. Monitor and administer project budgets.
Point-of-contact for consultants: Construction Document review consultants, commissioning, testing, inspections, etc.
Track change orders and impact on project contingency accounts. Provide timely reports on project schedule and budget status.
Assist in coordination between contractors and Facilities Management/Physical Plant service providers as requested by a university.
Conduct site visits and attend final inspections to ensure compliance with all design requirements, specifications, and applicable codes. Assess completed projects to determine success based on building performance and satisfaction of program needs.
Communicate construction schedule and any resulting impacts on campus services/systems to the campus community on an on-going basis (e.g., disruption of traffic patterns or utility services)
Approve payment requests and change orders. Manage scope, budget, and schedule to meet program need and timeframe.
Other duties as assigned.

Policies and Procedures and Systems

Project Management software tool support.
Advise campus staff on Policies and Procedures for UW-Managed projects.
Consult on policies and procedures to ensure safe, economical, and efficient design & construction of university buildings, structures, utilities, and infrastructure.
Consult on project guidelines and facility standards which define design features and levels of quality required for all University of Wisconsin construction. Administer guidelines in a manner that assures that program requirements are met, quality assurance is maintained, and cost-effective materials and methods are utilized. Develop technical guidelines and specifications as required.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Construction Management, Engineering, Architecture, or related degree, from an accredited college or university.
Five (5) years of project management experience with a progressive increase of responsibilities.
Design and Construction project management experience with academic, healthcare and/or research facilities.
Proficiency in Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Project is required.
Travel is required. Ability to routinely work and communicate remotely with mobile technology.

PREFERRED QUALIFICATIONS

Professional registration in Wisconsin.
Experience in a college, university, or institutional setting or on higher education building types.
Five (5) years as Owners Project Representative on major capital, renovation, and infrastructure projects in a large institutional setting.

WORK LOCATION

The office location is 780 Regent St, Madison, 53715. Telecommuting or hybrid work options may be available to Wisconsin residents only. This position may work a hybrid schedule with some days in the office and the ability to work remotely.

COMPENSATION AND BENEFITS

This position is a full-time, academic staff (exempt) position. Well-qualified candidates can expect a starting annual salary within a range of $80,500.00 to $95,500.00 commensurate with the candidate's education, related experience, and qualifications.
