The Finance Manager, under the direction of the General Government Director, is responsible for the day-to-day financial operations including general accounting and budgetary support of the County and management of the Department of Administration finance staff.

Principal duties include overseeing the preparation of financial reports, implementing related policies and procedures, reconciliation of accounts, assistance with budget preparation and publication, internal auditing and maintaining of financial records. The Finance Manager is responsible for performing financial duties and Internal Auditor functions as prescribed by Wisconsin Statutes 59.23 & 59.47, and has free access to such books, accounts, bank statements, inventories, bills, vouchers, receipts, and all other financial data as often as may be necessary to perform the required duties.

Essential Duties:

Duties may include, but are not limited to, the following:
  • Assists in the preparation of financial information supporting negotiations of collective bargaining agreements on behalf of the County.
  • Works under the direction of the General Government Director to assist in developing, and upon their approval by the County Board, implementing budgetary, financial, purchasing, accounting and other financial management policies for the County and assist all divisions and departments in complying with these policies.
  • Assists with the divisional and departmental budget compilation and assists in the preparation of the annual operating and capital budget under the direction of the General Government Director.
  • Oversees all accounts receivable for the County to ensure prompt payment.
  • Manages the County's finances to ensure that cash is available when needed and works with the County Administrator, General Government Director, and County Treasurer to invest county surplus funds according to established policy and procedures.
  • Ensures that audit functions are carried out consistent with the law as provided under State Statute 59.41(1). Provides written responses to auditor's comments and recommendations to audit findings in coordination with the General Government Director and County Administrator.
  • Assists departments with developing a corrective action plan and monitoring its implementation in response to audit findings.
  • Makes recommendations to the General Government Director with the implementation of internal financial controls that are consistent with County Policy and Generally Accepted Accounting Principles.
  • Identifies and notifies auditors of areas of concern during internal audits of county financial transactions and records.
  • Conducts research on and reports on financial issues of concern to the General Government Director, and County Board and General Government Committee as directed by the General Government Director.
  • Assures financial reporting to other government agencies is accurately performed in a timely manner.
  • Provides consultation and assistance on standardization of financial records for all departments including making recommendations on specific systems and services.
  • Reviews all accounting software and programs to determine compatibility with the County's accounting structure and requirements making recommendations to the General Government Director as needed.
  • Oversees and/or performs timely and accurate year-end financial closing for all divisions departments.
  • Serves as the official contact for financial inquiries from external entities and provides information or response as appropriate.
  • Makes presentations on financial issues to the County Board, committees, and the public as directed by the General Government Director.
  • Attends County Board and committee meetings when deemed necessary or as requested by the General Government Director.
  • Conducts training for clerical, bookkeeping, and administrative staff related to financial procedures and related internal controls.
  • Directs and supervises finance staff, reviews, and/or prepares annual and monthly financial and applicable payroll reports to state and federal agencies and reconciles all trust fund accounts monthly.
Marginal Duties and Responsibilities:
  • The General Government Director may assign other duties as he/she deems appropriate.


?? Provides back up to other finance staff during periods of absences or peak workloads as directed by the General Government Director.

?? Performs other duties as assigned, including, but not limited to, research and execution of special projects.

Supervisory Responsibilities:
  • Directly supervises finance staff in the Department of Administration
  • Conducts coaching, develops staff and performs performance review of direct reports

Education/Experience:

Minimum requirements: Bachelor's degree from accredited four-year college or university in accounting, finance, business management, or related field and a minimum of three years' experience in audit or accounting. Must be knowledgeable in and have experience using and implementing Generally Accepted Accounting Principles (GAAP).

Certificates/Licenses/Registrations
  • Valid driver's license.Occasionally required to travel for educational opportunities or to work with staff at various satellite offices or other campus locations.

Work Environment

Work is sedentary in nature performed within the Government Center or satellite offices/other campus locations. Lifting requirement is 15 - 20 pounds on an occasional basis.
