This position is part of QuEST (Quality Every. Single. Time) Government Operations Quality, which is responsible for leading a quality transformation as well as day to day execution of our quality operating model. This leadership role is integral in the appropriate application, management and organizational philosophies surrounding quality and process engineering and audit from implementing statistical process control on critical to quality metrics to overseeing various quality initiatives aimed to improve our member experience in alignment with the mission and vision of QuEST.

The Associate Director, Government Operations Quality, will lead a team of quality process engineers and quality auditors for our Community & State and Medicare & Retiree line of businesses: In this role you will be able to build, grow and develop a high performing team, introduce, and drive new quality capabilities and solutions from automation to infrastructure and process design. The Associate Director, Government Operations Quality, is responsible to partner with Business Operations Partners and Quality Review Teams to build trust and confidence within quality principles and practices, enhance/evolve our quality audit programs, identify ways in which we can effectively reduce wastes, and successfully apply process design changes to deliver the right outcomes to our customers, the first time, every time.

QuEST Government Operations is looking for Quality leaders that desire to change the way we approach quality in healthcare: Quality Leaders that want to evolve quality, build trust, drive effective collaboration and communication, implement systemic problem solving, drive change management, and apply critical thought and innovation at both the executive level as well as with front line staff.

Primary Responsibilities:
  • Lead a team of Quality/Process Engineers and Analysts that assess, evaluate, and implement scalable and efficient process re-designs that improve member experience and align to operational metrics. This will include leading your team through complex processes and coordinating end to end solutions with internal stakeholders
  • Lead transformational quality initiatives through growth, development, and application of systemic Problem Solving and Process Improvement
  • Mentor and lead team members to Review, Analyze and Report Statistical findings through critical thought and clear and concise storytelling of key findings and opportunities to all levels within an organization
  • Provide guidance and leadership towards applying quality engineering knowledge while effectively collaborating with Operational and Technology Partners to build quality into our processes and monitor real-time results
  • Manage and work closely with the QuEST Line of Business leads, team members, operations teams, and other business partners to own the implementation and deployment of short-term containment and long-term strategic projects to support the QuEST mission and vision
  • Interact with Operations stakeholders to share data analysis, future state process (re)designs, and quantified process improvement implementation recommendations
  • Provide leadership on quality engineering approach toward business process improvements and drive a culture of quality maturity/evolution, continuous improvement, and customer focused quality
  • Partner to identify critical to quality metrics and support the operationalization of monitoring and management to deliver improved process performance
  • Mentor/lead the team in leveraging a broad base of tools and problem-solving methodologies to deliver bottom-line impacting improvements in key quality metrics
  • Lead the team to acquire an understanding of - and document - current state process, analyze processes, data, and systems - identify improvement opportunities and make recommendations based on results of analysis
  • Lead team to develop and maintain appropriate relationships with all stakeholders to facilitate the successful accomplishment of key quality initiatives
  • Established and lead a high performing team that ensures effective communication with all internal stakeholders throughout the project and successful on-time completion ratios
  • Manage the team to build and present business cases for Executive Leadership governance review and approval, including estimates on benefit, effort, resource needs, and timing
  • Provide executive level insight and understanding of quality process engineering, statistical analysis, systemic root cause analysis and critical thought
  • Keeps current with industries best practices and seeks additional training/seminars to improve skills for themselves and their team

Required Qualifications:
  • Undergraduate degree or equivalent experience and education
  • 7+ years of leading high performing quality, engineering, or auditing teams within a highly matrixed organization
  • 7+ years of experience leading quality implementation, standardization, and adoption within a complex/matrixed environment
  • 7+ years of experience in a corporate quality setting
  • 7+ years of Proven leadership including mobilizing and leading people in cross functional teams, with excellent interpersonal and organization/management skills and an ability to motivate teams to accomplish shared goals under stringent timelines
  • 7+ years of leading/managing experience in process improvement, design/re-design, and implementation of permanent and continuous corrective actions, Quality/Systems Engineering, Lean, Continuous Improvement, and/or Six Sigma approaches to achieve results
  • 7+ years of leading/managing experience leading problem-solving efforts with cross-functional teams to delivering business improvements stemming from complex, large scale business problems
  • 5+ years of experience in mentoring and leading process re-design and/or best practice implementation, utilizing Lean, Continuous Improvement, Quality/Systems Engineering and Six Sigma approaches to achieve results
  • 5+ years of experience influencing people through clear/concise storytelling at all levels in the organization on key decisions and strategies to drive change

Preferred Qualifcations:
  • Advanced degree in engineering, business, technology, and/or health care related field
  • Obtained Continuous Improvement, Lean, Shainin and/or Six Sigma certification
  • 5+ years of experience in leading health care operations
  • 5+ years in a transactional process environment
  • Leader that demonstrates accountability and ownership of their work, capable of precisely communicating by providing relevant information to different levels of leadership
  • Leader capable of delivering complex process solutions in a clear/conside narrative that resonates with business operations
  • Corporate quality experiences versed in new process design, development, deployment and willing to share knowledge, resources, and information
  • Demonstrated/proven leadership and application of quality engineering, lean/six sigma and/or process improvement principles
  • Demonstrated/proven ability to prioritize, lead a team with multiple parallel complex projects, and deliver on time with outstanding quality and scalable applications
