Reports to: Director for Human Resources

Summary

The Human Resources(HR)/Payroll Technician position is a part-time, temporary position with the potential to become full-time, permanent. This individual supports the HR Director with HR, payroll, and employer benefits processes, procedures, and programs as needed and directed. The person in this position ensures employee hiring, onboarding, and payroll/benefits requirements are processed in a timely and accurate manner. This individual also maintains data in PeopleSoft HCM and in payroll and salary spreadsheets.

Responsibilities

Technical/Analytical

Creates and maintains title changes, degrees, job codes, reporting relationships, and new positions in PeopleSoft HCM.
Provides technical support entering/extracting data, interpreting data, preparing reports, researching/preparing statistics, running and manipulating queries, etc.

Payroll and Benefits General Functions

Researches and corrects time reporting or payroll issues.
Ensures payroll is processed in a timely and accurate manner.
Monitors and verifies for accuracy employee leave requests, leave balances, and leave accruals.
Analyzes and corrects payroll and benefit enrollment data to ensure correct and accurate employee and vendor payments.
Assists with the accurate processing of human resource, payroll, and benefits paperwork, including but not limited to: new hires, status changes, salary changes, transfers, and terminations.
Maintains the confidentiality of employee information.
Supports the maintenance of complete employment records in employee personnel files and human resource software, including PeopleSoft and Perceptive Content.
Assists with the preparation of payroll and benefits-related documents and reports.
Works with accounting staff to research and balance information between the payroll system and accounting system.
Assists in year-end payroll and benefits processing and preparing W2 s and 1095-C s for the calendar year-end.
Collaborates with personnel, independent audit staff, and state agencies for the purpose of responding to questions with audits.
Supports research to ensure compliance with statutory reporting and filing requirements related to payroll. Interprets new legislation impacting payroll and benefits.
Assists HR Director with the review, communication, and implementation of the annual benefits open enrollment process.

HR General Functions

Collaborates with the HR Director to communicate HR related information to employees, conduct research, and respond to requests for HR information.
Gathers and summarizes information for salary administration and job offers.
Assists in job analysis and evaluation (broadbanding, position classification, etc.)
Assists in issuing offer letters for faculty and staff hired during the academic year and the annual contract process for faculty and coaches.
Assists with the duties associated with the development, preparation, research, maintenance, tracking and approval of WSC, NDUS and SBHE policies and procedures.
Assists in inputting market salary data and processing data results effectively and efficiently. Assists with the duties associated with preparing and updating job descriptions.
Maintains knowledge of legal requirements and government reporting regulations affecting HR functions.

Job Opening Process/New Employee Processes

Works in conjunction with HR to ensure new employee hiring requirements are complete.
Assists with the criminal history record check process for hires, ensures compliance with appropriate WSC and NDUS policies, and maintains records ensuring the security of the results.
Assists in screening job applications.
Assists with the job opening/application process, online recruitment system, application files, applicant communications, etc.
Serves on interview committees upon request.

Miscellaneous Duties

Supports innovation, creativity, and ideas to improve/enhance processes, functions, etc. in the department and as a whole for the college.
Keeps HR Director informed and updated on projects, issues, information, etc.
Performs other duties as assigned or required.

Knowledge, Skills, and Abilities

Working knowledge of federal and state HR and Department of Labor employment laws, rules, regulations, practices, policies, and procedures.
Excellent communication and interpersonal skills working with employees, students, and the public
Well-developed skills with various computer software programs (i.e., Microsoft Word, Excel, PowerPoint, Outlook, Teams, Internet, etc.) and excellent keyboarding skills
Good technical and analytical skills with the ability to interpret information and to analyze data for statistical tracking and reporting
Good organizational skills, analytical skills, accuracy, and the ability to attend to details
Ability to work independently and make sound judgments
Ability to take initiative and follow through on work assignments/projects/reports
Reliable and flexibility to handle unanticipated schedule changes and competing priorities
Disciplined and able to maintain confidentiality

Minimum Qualifications

Bachelor s Degree in directly related field (HR, Accounting, Business, etc.) OR a combination of post-secondary education and work experience in directly related field

Preferred Qualifications

Human Resources, Payroll, or Benefits experience
PeopleSoft HCM experience
