Job Summary: Northland Community and Technical College seeks a temporary part-time Human Resources Technician 2 on the Thief River Falls or East Grand Forks campus. The position purpose is to assist in the classified/unclassified hiring processes by utilizing applicant tracking systems to post vacancies and accept applications; monitor the ELM employee training; coordinate and process the college's business expenses; and oversee HR functions.
The person in this position must exercise the highest level of confidentiality in all functions and activities. This position ensures the work that is produced in the office is accurate and that questions and requests are dealt with in a timely & efficient manner. The incumbent is a key player in facilitating communication among and between internal and external customers, providing effective and accurate records, and implementing efficient office procedures and guidelines to promote operational effectiveness.
The Human Resources Technician's responsibilities include:
1) Serve as the recruiter using the PeopleAdmin and Recruiting Solution modules to create classified and unclassified job openings and manage applicants. Coordinate search process for college, ensure that questions and requests for data are dealt with in a timely manner.
a. Perform staffing functions including recruitment and selection so that all criteria are met, including affirmative action.
b. Manage PeopleAdmin and Recruiting Solutions for listing positions and for obtaining eligible lists for classified / unclassified positions.
c. Track and manage vacancies within NCTC.
d. Meet with supervisors to determine posting, advertising, and selection procedures.
e. Perform recruiting processes, such as completing reference checks, preparing interview packets, and advertising job openings.
f. Coordinate search committee, provide training information to search committee, and review the affirmative action report with the committee.
g. Serve as primary contact person for inquiries.
h. Prepare appointment letters including new employee packet and insurance information, non-selection letters and other office communication for the hiring process.
i. Must be knowledgeable of the various contracts, procedures, forms and Minnesota State Office and State rules and regulations to advise supervisors of staffing procedures within the guidelines of labor agreements.
j. Assist with Affirmative Action reports for each vacancy.

2) Provide assistance to the Director of Human Resources and Assistant Director of Human Resources in performing human resource functions for NCTC.
a. If needed, make appropriate referrals on behalf of the Director of Human Resources to ensure that inquiries and issues are dealt with in a timely, fitting manner. When an administrative decision or response is required, refer to the appropriate source. Conduct all matters with integrity and confidentiality. Provide appropriate follow-up.
b. Monitor budgets for the Director of Human Resources, as requested.
c. Coordinate and manage parking/access fee deductions for employees.
d. Process employee deductions, including but not limited to foundation deductions.
e. Manage and direct special projects and perform other duties as assigned by the Director of Human Resources to ensure the smooth functioning of the department and maintain the reputation of the college, as requested.
f. Other duties as assigned to ensure smooth and efficient functioning of the HR Department and maintain the reputation of the organization as a viable business partner.
g. Process verification of employment requests.
h. Assist in processing Tuition Waiver requests.

3) Coordinate HR functions and college employee training & development.
a. Oversee and coordinate the assignment of HR safety training for all employees and work-study via Enterprise Learning Management (ELM) system.
b. Oversee the College Motor Vehicle Records Check (MVRC) process, working with employees and students to complete the online MVRC. Work with the State to authorize eligibility. Work with the Occupational Safety Officer to assign online and behind the wheel training.
c. Serve as the initial point of contact for Human Resources Department on the assigned campus.
d. Meet with new employees to facilitate hiring process and completion of new employee paperwork.
e. Organize and maintain efficient filing systems for employee personnel files to ensure confidentiality. File information into personnel files.
f. Serve as a Combined Charities Campaign Coordinator for the college.

4) Coordinate and process Northland's business expenses.
a. Coordinate the employee business expense process, verify employee business expenses for accuracy and proper completeness in compliance with the appropriate bargaining unit and process through SEMA4.
b. Verify submitted relocation reimbursement reports for accuracy and proper completeness in compliance with the appropriate bargaining unit and submit to the Department of Finance for processing.
c. Code and post expenses to Minnesota State Accounting.
d. Serve as the point of contact for expense reimbursement for the College President.

Qualifications:
Minimum Qualifications:
Knowledge of:
• Intermediate knowledge of Federal and Mn employment laws and MN personnel laws and rules and intermediate knowledge of MMB's and MnSCU policies and procedures, various bargaining agreements and personnel plans, and functions of departmental units sufficient to oversee all transactions processing, research/answer complex transactions, & answer more complex questions
• Advanced knowledge of various State employee benefit and retirement programs
• Basic knowledge of compensation and classification structures
• Basic knowledge of Workers Compensation sufficient to complete forms and answer questions
Skills in:
• English skills sufficient to compose and write effective letters and reports; Analytical skills sufficient to audit data and identify and correct errors.
Ability to:
• Establish and maintain effective working relationships with other staff, departmental personnel and general public
• Establish and maintain recordkeeping systems and procedures
• Understand and effectively carry out complex oral and written directions
Preferred Qualifications:
• Two years of human resources experience processing payroll or HR transactions or administering employee benefit programs or similar work.
• An Associates degree or coursework in the field of Human Resources Management /HR Administration and/or HRIS or related fields.
• Demonstrates ongoing professional HR development.
