II. Job Summary:

The Contract Finance Manager oversees a growing portfolio of grants and contracts for a leading/industry recognized/award winning workforce development nonprofit. The Contract Finance Manager's primary responsibility is to prepare and issue monthly expense reimbursement invoices, manage billing and reconciliation and provide guidance over budget development and spending. The Contract Finance Manager also serves as the inter-departmental liaison responsible for closely collaborating with agency leadership, Advancement, Finance, Human Resources and Program teams to monitor grant and contract compliance, monitor best practices, and report on grant and contract progress. The Contract Finance Manager reports to the Vice President of Finance, is a member of the EMERGE Management Team and will collaborate with program staff to establish and track meaningful goals and outcomes and generate outcome reports in a timely manner as required by various sponsors.

III. Core Job Functions:

The Contracts Compliance Manager acts as a project manager to oversee and manage the life cycle of grants and contracts by performing a wide range of duties including but not limited to the following:

  • Prepare and issue over 30 monthly expense reimbursement invoices to various government agencies and non-profit organizations accurately and timely. Track collections. Maintain supporting documents for various auditors.
  • Partner with Advancement, Program and other Finance staff to apply for new contract funding and prepare contract budgets.
  • Work closely with Advancement, Program and other Finance staff to spend down contracts appropriately, request extensions and request budget revisions.
  • Provide support to VP of Finance for organization budget and financial forecasts.
  • Develop and manage a contract management process that ensures all functional areas (Advancement, Finance, HR, and Program) collaborate in grant/contract preparation, grant/contract orientation, billing and report preparation and compliance reviews to increase understanding of contractual obligations and meet donor compliance requirements. Includes procedures to optimize the contract process, track contract status, and facilitate communication with internal and external stakeholders. Also includes training Emerge staff on these processes and procedures.
  • Coordinating with Advancement, Finance and Program staff to prepare for successful site visits with program sponsors.
  • Performing any other tasks and duties necessary in order for the agency to meet its mission.

IV. Position Requirements:

Education and Experience

  • Bachelor's degree in Accounting, Business Administration or related field preferred or equivalent combination of post-secondary education and relevant experience.
  • At least 2 years of relevant experience
  • Experience successfully managing and supervising multiple administrative projects.

Skills, Knowledge and Abilities

  • Demonstrated skills in Microsoft Office 365, including Word, Excel, PowerPoint, and Outlook.
  • Knowledge of financial management software.
  • Ability to work effectively in a mission-driven agency whose clients and staff reflect significant diversity with respect to race, ethnicity, gender, orientation, socio-economic status, nationality and religion.
  • Ability to establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.

  • Ability to work cooperatively and effectively with agency managers and leaders to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
  • Ability to assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization.
  • Demonstrated skill in project management
  • Basic fiscal management skills, including developing and monitoring budgets and financial reporting.

V. Working Conditions and Environment:

Enterprise: Incumbent will have a private office/designated workspace in a typical office environment. The building is multiple floors and fully accessible and is smoke-free. Work will include regular local travel. Working hours are generally Monday through Friday, 8 am-5:00 pm, but will include occasional evening and weekend hours. Local travel in the metro area may be required. The noise level in the work environment is usually low, but sometimes moderate.
