Position Information

Reporting to the Vice President for Research and Creative Activity, the Tribal Partnerships Director will lead ND EPSCoR's strategic engagement opportunities, special projects, and other initiatives with the state's tribal nations and Tribal Colleges and Universities as part of statewide efforts to foster competitive research on behalf of the North Dakota University System (NDUS).

The position will serve as the primary contact for tribal research and STEM education partnerships in support of statewide efforts to build competitive research and STEM education capacity. The Director of Tribal Partnerships will create opportunities to strengthen relationships and facilitate communication with a variety of internal and external stakeholders throughout NDUS institutions, TCUs and Native Nations across the state. North Dakota higher educational efforts have included more than two decades of successful programming from ND EPSCoR, including the Nurturing American Tribal Undergraduate Research and Education ( NATURE) program and this position is instrumental to the continuing success of those endeavors. The Director of Tribal Partnerships will work collaboratively and in conjunction with other institutional partners, including the Tribal Colleges and Universities (TCUs). They will bring a strong understanding that includes: tribal sovereignty; historical trauma, including that related to educational institutions like boarding schools; the unique role of tribal colleges and universities "to provide higher education opportunities to American Indians through programs that are locally and culturally based, holistic, and supportive" (cf. AIHEC ), and the appropriate cultural competence for the role. Especially welcome are candidates bringing expertise in Indigenous science, and success in translating Indigenous science to those working in different scientific frameworks .

It is anticipated that a significant portion of this role will involve fostering equitable partnerships and strong relationships onsite with tribal partners, especially TCUs. The Director is likely to spend significant time (50% - 75%) traveling or onsite at locations other than the Fargo main campus of NDSU. Given that, the hiring department is open to a home station location elsewhere in North Dakota. NDSU extension has offices in all 53 counties and there may be other co-location options as well. This will facilitate the successful candidate's efforts in ensuring ND EPSCoR resources align with TCU priorities so that programming best serves and supports North Dakota communities in the STEM sphere. The role will also be critical to ensure that faculty, staff and students at NDUS institutions build up the needed understanding to grow individual and institutional research capacity, where lacking, to foster equitable and productive tribal partnerships and needed infrastructure. Candidates with a skill set and expertise that would enable them to build research and education capacity at both types of institutions in North Dakota, TCUs and NDUS institutions, are encouraged to apply.

Additional Responsibilities:

The Director of Tribal Partnerships is responsible for:
  • leading and enhancing strong alliances with tribal communities within North Dakota, especially TCUs;
  • identifying strengths and opportunities that align with priorities at the state's TCUs, as well as other tribal organizations, to better support and serve those institutions and their constituents;
  • deploying programming throughout the state, but especially at TCUs, that integrate the strong understanding for areas noted above, among others (i.e., tribal sovereignty; historical trauma; role of TCUs, etc.);
  • build or strengthen both individual and institutional research capacity for faculty, staff and students within NDUS that will grow their capacity to engage in equitable and productive tribal partnerships, including needed infrastructure that supports tribal priorities in education and research;
  • through engagement and listening with TCU partners, direct existing programs but also engage in continuous improvement by evaluating, redesigning, innovating or sunsetting programs and initiatives that meet the needs and goals of contemporary Indigenous students in North Dakota, especially with regard to STEM and student success;
  • engage and communicate with key stakeholders in ND EPSCoR, RCA, and throughout the state, as well as on the national level when appropriate; and
  • ensure timeline and consistent reporting, grant management and compliance; and
  • other duties as necessary.

Work Schedule:

Monday-Friday 8am-5pm academic year, 7am-4pm summer hours & winter break

Advertised Salary:

Commensurate with experience

Minimum Qualifications:
  • B.A./B.S. plus a minimum of five years of directly related experience.
  • Equivalence of four years of experience in the following:
    • TCU experience
    • Experience with STEM and/or Indigenous science/educational programs
    • Strong cultural competence in working collaboratively with tribal colleges and/or other tribal organizations

Preferred Qualifications:
  • M.A./M.S. plus a minimum of four years of directly related experience.
  • Experience working at or with tribal colleges and universities
  • Experience at institutions of higher education
  • Expertise in Indigenous science
  • Demonstrated prior success in translating Indigenous science to those working in different scientific frameworks
  • Experience in writing reports and project monitoring
  • Experience with federal grants
  • Experience with program assessment and evaluation
