Summary The Auditor position is assigned to the VA Black Hills Health Care System within VISN 23. This position will manage, direct, and improve the business practices in finance, acquisition, contracting, procurement, and capital asset management. There are a wide range of assignments and oversight, including financial integrity, compliance, functional reviews, and fiscal compliance. The employee will also perform professional accounting and budget duties. Responsibilities Major duties include but are not limited to: Provide advice and perform assistance work for the VISN CFO and facility CFO, including ad-hoc facility-level data validation. Perform financial audits by examining accounts and financial records to certify/attest that financial statements fairly represent the financial position of the organization. Complete program reviews of logistics, contracting, purchase cards, fee basis, and other areas to ensure they are in compliance with internal audit programs. Lead process improvement teams to review processes and procedures based on audit findings. Assist in the development of an annual review schedule for the VISN, personally conducting audits. Coordinate and interpret all accounting activities pertaining to general ledger, allotment ledger, cost, general post funds, personal funds of patients, etc. Conduct routine reviews of accounting principles to ensure technical accuracy of accounting records and compliance with VA standards. Extract data from various systems to include RSD, VISTA, FMS, VATAS, etc. Participate in management decisions through reporting and interpreting for management use, the financial information produced by the accounting system, using financial data to point out deviations from management plans. Prepare recurring financial reports for submission to the VISN and VA Central Office on a timely basis. Perform quality assurance reviews of existing and proposed accounting processes to provide assurance to the financial integrity and conformance to Federal laws and agency regulations and practices. Work Schedule: Monday - Friday, 7:30am - 4:00pm Telework: Regular telework available. Will be required to report to the office a minimum of 1 day per week. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirement for Auditor, 0511 Series: Degree: A bachelor's degree (or higher) in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing financial audits by examining accounts and financial records; developing an annual review schedule and/or audit protocols for an organization; coordinating/interpreting accounting activities pertaining to general ledger, allotment ledger, cost, general post funds, personal funds of patients, etc.; conducting routine reviews of audit programs and/or accounting principles to ensure technical accuracy and compliance; extracting data from various accounting information systems; and preparing financial reports for use by various levels of the organization, such as management, the VISN, and/or VA Central Office. Education: There is no educational substitution at this grade level.
