POSITION DESCRIPTION:

Under general supervision and with technical oversight by Civil Engineers, the Project Manager assists in the planning and completion of public works projects by collecting survey data; preparing designs, drafting projects according to specifications; inspecting projects in progress, or that have been completed, to ensure City standards have been met.  Incumbents in this class will typically be assigned to a specific area such as Mapping, Locating, Street Lighting, Traffic Signal & Street Lighting, or Utilities/Paving.  Jobs in this class primarily spend time in design and drafting and project inspection.   Incumbents will have a much broader scope of responsibility in regards to project management than the Engineering Technicians they supervise.

 

Scope of Responsibility: 

The Project Manager will provide work direction and supervision of others in the work unit.  

PRIMARY RESPONSIBILITIES:

  1. Coordinates the execution of project design and inspection for assigned area. 
    1. Prioritizing tasks and planning work;
    2. Gathers necessary data and coordinates efforts with other engineering areas;
    3. Monitors progress to ensure projects meet City standards and timely completion;
  2. Prepare preliminary design and studies for projects, including survey data, determining grades, materials, costs, etc. to ensure cost effectiveness.Reviews plans and specifications for construction projects to ensure compliance with design requirements and city standards; manages the progress of GIS, design or construction of projects to ensure conformance with contracts, specifications and schedules.
  3. Updates existing city maps or drafts new maps and legal plats; provides legal descriptions, records changes on original drawings or plans for easements, annexation, vacation and dedications of property.
  4. Reviews plans and specifications for public works projects.
    1.    Estimates and recommends materials and equipment needed;
    2.    Computes mathematical data for field work, curve data, etc.;   
    3.    Compiles and manage records/notes concerning projects.
  5. Gather and compile data relating to projects/programs and engineering to prepare and submit reports and correspondence to the Division Engineer.
  6. Emergency operations – flood protection and field emergency management.
    1. Manages emergency flood protection operations of a specific neighborhood of the City;
    2. Supervises and coordinates activities of neighborhood technicians;
    3. Interacts with homeowners in planning and implementing emergency flood protection measures;
    4. Provides reports of progress or deficiencies and current status of emergency operations within their neighborhood; assists the Sector Engineer to estimate the rate of progress and schedule of needs (type, amount, timeframe, urgency, etc.) for completion of flood protection tasks;
    5. Inspects and reports on critical infrastructure (sanitary sewer, water main, and storm water) in conjunction with other departments; public works, sewer utility, etc.;
    6. Provides assistance to local consultants working on flood protection in understanding the protection plan for the neighborhood.
    7. Works with other neighborhood assigned City staff (fire department, public works, police, etc.) in organizing volunteers, materials, supplies, tools, and equipment to complete flood protection tasks in an efficient manner; these requests are submitted through the sector managers. 
  7. Office Technician Support
    1. Receives requests from the sector managers for delivery of supplies, volunteer, equipment, etc. and coordinates with operations center for efficient response;
    2. Receive and respond to homeowner requests for information for protection of their property; Requests are dispatched to the appropriate department; governmental unit or agency;
    3. In conjunction with the Operations Center procures supplies and personnel protective equipment for field personnel.
  8. Supervises the activities of staff responsible for carrying out the functions of the assigned area.
    1. While performing the same or similar work as employees under the line of authority, serves as a team leader assigning particular work to their co-workers using informed and independent judgment when making these assignments and ensuring employees know and follow department and city rules as well as sound work and safety practices;
    2. Participates as a member of the management team in creating and maintaining a positive work environment and fostering effective performance of staff;
    3. Participates in decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control;
    4. Plans the work schedule to meet department demands and to limit overtime costs to reasonable and necessary levels.
  9. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs;
    2. Frequently interacts with the general public, contractors, utility representatives and others in the work unit or across departments to exchange basic fact as well as detailed and/or technical information;
    3. Coordinates activities with other agencies.
  10. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
  11. Responsible for periodically being the designated on-call locator for afterhours, including weekends and holidays.
  12. Performs other duties and activities as assigned.

MINIMUM QUALIFICATIONS:

Associate’s degree in civil engineering technology or a closely related field and eight or more years of previous experience with GIS, drafting including computer aided drafting, surveying, and/or construction inspection and management (depending on assigned area of concentration) or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  A valid driver’s license is required.  

 

Knowledge, skills and ability include:

 

  • Knowledge of technical engineering methods, techniques, principles and procedures, particularly as applied to drafting and design;
  • Knowledge of computer aided engineering programs such as AutoCAD;
  • Knowledge of design and construction theory, methods, and management and engineering design standards;
  • Knowledge of technical engineering methods, techniques and procedures such as inspection and surveying;
  • Skill in Geographical Information Systems, computer aided drafting and design;
  • Skill in organization, prioritization and supervision of work;
  • Skill in performing mathematical computations including algebra and trigonometry;
  • Skill in performing technical engineering procedures such as collecting and documenting surveying data, drafting and design;
  • Skill in operating drafting instruments, equipment and computer related programs;
  • Skill in oral and written presentation;
  • Intermediate skill in Microsoft Office applications
  • Skill in communication, interpersonal skills as applied to interaction with team, coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
  • Ability to manage projects.

PHYSICAL DEMANDS:

Work is performed in a normal office environment and in the field.  The amount of field time will vary by specialty and by season, with a significantly higher level of field activity during the construction season.  Work is generally light with considerable variety.  Daily work often involves moving between buildings and rooms.  Driving is required to attend meetings and project sites. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is extensive computer use and considerable attention to detail and deadlines.  Work at construction sites involves exposure to multiple disagreeable working conditions and hazards including noise, dust, dirt, weather extremes, and moving construction equipment and traffic.  

 

Activities include stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions.

 

Medium Work: Physical demands are normally those associated with medium work: Exerting up to 50 pounds of force occasionally and/or 20 pounds of force frequently, and/or 10 pounds of force constantly to move objects.
