This is not a Bargaining unit position. Videos Help Duties As a Management and Program Analyst, you will: FLH programs that result in actionable process and programmatic improvements. Knowledge of quality management principles and procedures, performance management, strategic planning, and program analysis is required. Lead the FLH Program Management Analysis Team (PMAT) comprised of one representative from each FLH Division Office. The role includes working with the FLH Business Council and Leadership Team to develop and monitor progress toward FLH business goals and objectives, including formulating strategic quality improvement initiatives. Update and monitor business objectives to identify, plan, and improve FLH business delivery systems and processes, improve products and services, and increase customer focus. Serve as liaison between FLH Headquarters programs and finance teams and performs both programmatic and financial analyses that result in recommended process improvements to strengthen delivery and accountability. Support the HQ's office by organizing, monitoring and/or leading the drafting of standard operating procedures, instructions, and program guidance. Lead the compilation and analysis of FLTP partners' accomplishments and program performance data in coordination with the Asset and Performance Management Discipline Champion and HQs' Program Managers. Provide leadership to the agency's PMA discipline and serves as FLH's primary liaison to ensure unique discipline activities critical to FLH are considered within the PMA work plan. Coordinate strategic planning activities with FLH's Stewardship and Oversight (S&O) Coordinator to ensure S&O and risk management activities are informing strategic and unit plans. The ideal candidate will have a solid working knowledge of data analytical tools such as Excel, Access, SharePoint, PowerBI, and some statistical analysis that will enable data mining for insights. The candidate must communicate effectively and work well in team settings in order to effectively engage others to foster innovative approaches from the data analysis to improve program and financial management and decision making. TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position or approved as a remote work position. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in program and project management practices, management analysis skills for assessing programs and processes, and business acumen for implementing recommended solutions that result in more efficient and effective programs and procedures. Experience using various data management tools, such as Excel, Access, PowerBI, Tableau, etc., to analyze and to derive innovative findings from multiple data sources and then effectively communicate complex concepts to that foster understanding for enhanced decision-making for multiple customers and stakeholders. Experience independently developing and managing projects/programs or leading teams in analyzing program and finance data to innovate, resolve program issues, and/ or address audit findings KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
