Job Details

The Senior Manager of Power Delivery Engineering is responsible for managing transmission planning and construction engineering personnel and associated supervisory and support staff.

Primary duties associated with this position include:

• Oversight of applicable processes (including development, optimization, and utilization) that are strategically aligned with organizational goals and objectives and in compliance with regulatory requirements
• Continual development and optimization of long-range electrical plans that are aligned with regional planning efforts (Bulk Electric System) and in coordination with member-owner load serving requirements
• Continual development of strategies for optimizing utilization of existing power delivery infrastructure and for prudent replacement of aging electrical infrastructure.
• Development of staff, including technical knowledge, business acumen, and communications.

Essential Responsibilities

1. Divisional/Departmental Management Responsibilities
  • Responsible for the direction of departmental and interdepartmental initiatives, strategic planning, and goals and objectives
  • Responsible for the direction and development of Managers, Supervisors, and other staff within their assigned division(s) and/or department(s) to achieve both short- and long-term initiatives
  • Provides support to and directs the development of employees within their assigned division(s) and/or department(s)
  • Sets goals, monitors work, and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization
  • Oversees assigned cost center(s), budgeting, expense accounting, and payroll processes
  • Is accountable for compliance and alignment with regulatory requirements associated with Power Delivery Engineering and Planning.

    2. Manage two power delivery construction engineering areas (Transmission Engineering & GIS and Substation Engineering)
  • Directly supervise and support Transmission Engineering & GIS Manager and Substation Engineering Manager
  • Oversee and manage power delivery engineering design standards
  • Oversee and manage technical criteria with respect to transmission system operation and planning
  • Oversee and provide strategical guidance on the development and operation of the Corporate Geographical Information System (GIS).
  • Provide supervisors and staff with technical guidance
  • Oversee the philosophy, development and implementation of aging infrastructure replacement programs
  • Oversee coordination of work activities between Minnkota and its member owners
  • Oversee coordination work activities between Minnkota and nonmember owner utilities
  • Evaluate & propose, if necessary, changes to department staffing levels
  • Lead department hiring process providing training to supervisors, and participating in the hiring process

    3. Manage and directly supervise power delivery planning personnel

    4. Support Power Delivery division business practices via Portfolio Management Committee
  • Participate at Portfolio Management and Portfolio Governance Committee meetings
  • Provide overall leadership and oversight for Program process
  • Provide overall leadership and oversight for Reliability process
  • Provide overall leadership and oversight for Project process

    5. Manage the Power Delivery reliability functions
  • Oversee the reliability task forces (for both the power system and load management injection system)
  • Lead the Reliability & Maintenance Engineering group
  • Asset management and tracking
  • Supports the philosophy, development & implementation of maintenance programs
  • Outage review, metric tracking, and analysis
  • Evaluation and root cause failure analysis of corrective work
  • Emergency spare planning and inventory for materials and equipment

  • Job Qualification Standards

    Education and Training
    Position requires at least an associate degree from an accredited vocational college with a power system emphasis. A technical degree from an accredited four year college is preferred.  The position requires someone with a working knowledge of three phase power system operations.  Excellent, organizing, speaking and writing skills are required for this position.

    This position requires experience in understanding and applying electrical and electronic theory.  Must be able to understand engineering drawings be able to assist in troubleshooting equipment.  In addition, this position should have experience in organizing and coordinating work activity.

    Must maintain a valid driver’s license.  Professional Engineering Certification is strongly preferred.

    Experience
    This position should have a minimum of 7 years of experience in a related engineering field.  Experience in supervision of personnel is deemed essential.
