ERM is seeking a Permitting Specialist/Project Manager in our Midwest region to support and assist with environmental impact assessment and regulatory permitting for energy facilities and other major capital development projects in the Midwestern United States. This position will focus on environmental impact assessment and permitting associated with the energy sector including renewable energy projects for federal, state and local permitting and may include other sectors as well. The Projects are often fast-paced, multi-faceted, and geographically diverse. The position will require a candidate to work both independently and to lead tasks and have the capacity to perform varying priorities and multiple tasks in order to work on multiple projects concurrently and meet deliverable deadlines. RESPONSIBILITIES:
  • Perform multi-media permitting and compliance associated with development projects with an emphasis on U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, Federal Energy Regulatory Commission, and State Water Resource permitting.
  • Provide technical assistance on National Environmental Policy Act (NEPA) environmental assessment (EA) and environmental impact statement (EIS) projects and related activities in support of ERM clients' development projects (e.g., oil and gas, power generation, electrical transmission, renewable energy, and Brownfields projects). Conduct tasks related to environmental impact assessment, land use planning, facility siting and permitting, risk assessment, and water resources management.
  • Lead the preparation of EAs/EISs and associated management plans in compliance with NEPA and other applicable federal, state, and local requirements. Perform project delivery activities such as report writing, undertaking and organizing data collection, performing data and literature review, and developing recommendations for clients.
  • Work within quality/budget/schedule expectations and scope-specific assignments.
  • Support preparation of technical proposals and participate in business development with existing clients and identified leads.
  • Contribute technical, subject matter or project management expertise on due diligence reviews, environmental critical issues assessments, impact assessment deliverables, and overall quality control review.
  • Collaborate with other ERM practitioners to execute impact assessment and capital project permitting (ERM services broadly include baseline studies, environmental impact assessment, routing studies, land planning, and facility siting & permitting).
REQUIREMENTS:
  • Bachelors or Master's degree in environmental studies, wetland science, planning, geography or related natural resources science field of study. Or equivalency of 8+ years related experience.
  • At least 5 to 8 years of licensing and permitting experience, including strong project experience in oil & gas, power/utility or similar industries.
  • Experience preparing NEPA-type documents for federal and/or state agencies, and providing strategic-level IAP support.
  • Experience with federal, state, and local permitting in the Midwest, in particular with the preparation of applications for renewable energy projects.
  • Experience assisting clients in obtaining multi-media permits and approvals for new or expanded facilities.
  • Experience conducting desktop and online studies or research on natural resource or resource planning topics, Geographic Information System, map interpretation (National Wetland Inventory, U.S. Geological Survey, aerial photography).
  • Demonstrated ability to research and prepare concise and accurate technical documents.
  • Effective written and verbal communication skills and organization/analytical skills; experience recording/writing detailed technical data and reports.
  • Ability to multi-task, maintain flexibility, travel, and work independently with minimal supervision.
  • Demonstrated attributes to successfully mentor junior team members - team player, excellent people skills, self-starter who takes initiative; must be versatile, used to working in a fast-paced environment, and service-oriented.
  • Valid driver's license and good driving record.
