POSITION SUMMARY:
Under limited supervision, this position performs a variety of accounting functions and tasks, including maintaining and posting entries to the general ledger, accounts payable, accounts receivable, inventory, fixed assets, payroll, and working with the utility billing system. Those functions include compiling, preparing, and maintaining financial data and records, and ensuring that all financial data is recorded in accordance with generally accepted accounting principles and consistent with established policies and procedures.

JOB DUTIES OR ESSENTIAL FUNCTIONS:
The essential functions of the position include, but are not limited to, the following:
• Establishes and maintains general ledger, fixed assets, work-in-progress, and work order records; and assists in the preparation of financial statements and reports, as well as with external audits.
• Completes general accounting activities, including maintenance of general ledgers, analysis of financial schedules, review of payroll records, and works with the billing system.
• Establishes, processes, and maintains payroll information, records, and reports.
• Assists with the coordination, organization, and preparation of the annual budget and financial forecasts.
• Ensures compliance with Minnesota government data practices with respect to Moorhead Public Service data—especially financial and payroll.
• Prepares information utilized for the collective bargaining process.
• Compiles, analyzes, and interprets data to enable Moorhead Public Service management staff to make intelligent decisions and take responsible actions.
• Assists with maintaining the internal audit control system to comply with generally accepted accounting principles.
• Assists with the following treasury management functions:
o Supervision of daily cash management.
o Planning and obtaining of short- and long-term financing.
o Planning and directing the use and investment of the organization's monetary assets.
• Coordinates updates for Microsoft Great Plains financials.
• Performs other duties as requested.

MINIMUM QUALIFICATIONS:
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience, and training required.

Education:
Bachelor's degree in accounting.

Experience:
Three (3) years of accounting experience with general accounting activities, general ledger, accounts payable, accounts receivable, inventory, and payroll.

Training, Certificates, Licenses, and Other Requirements:
• Certified Public Accountant (CPA) designation or ability to obtain CPA designation.

The requirements listed below are representative of the formal education, experience, and training preferred in order to exceptionally perform all of the functions of this position.

Experience:
Five (5) years of utility accounting experience with general accounting activities, general ledger, accounts payable, accounts receivable, inventory, and payroll.

COMPLEXITY:
While performing the normal duties of this job, there are related steps, processes, and methods that require this position to recognize clear differences in a variety of situations.

RESPONSIBILITY:
Supervision
Limited supervision is provided while performing the normal duties of this job.
This position exhibits minimal supervisory responsibilities and may coordinate work with other individuals as a team member.

Physical Demands:
While performing the duties of this job, this position:
• May occasionally bend/stoop, crouch, reach above shoulder level, stand, walk, lift up to 25 lbs., carry up to 15 lbs., and feel; frequently talk, hear, and use repetitive motions; and continuously sit and finger/enter data/keystroke.
• Will use close vision, far vision, depth perception, visual accommodation, color vision, and peripheral vision.
• Will use their right hand and left hand for simple handling or grasping, firm handling or grasping, and fine handling or manipulation.

Work Conditions:
While performing the duties of this job, this position will experience exposure to inside environmental conditions.

WAGE AND APPLICATION INFORMATION:
The 2023 yearly salary range for this position is between $74,148 and $114,073. The starting salary will be dependent upon experience and education. Excellent health insurance and benefits package.
