Job Summary

The Proposal Manager plans and manages all aspects and resources for the bidding on a proposal. This position manages and leads large-scale projects such as procurement responses and related projects. This position is responsible for planning, managing, executing, monitoring, and controlling projects such as complex proposal responses including organizing and managing activities and resources across diverse pools of stakeholders.

  • Manages the development of proposal response through each phase of the proposal life cycle to achieve project milestones and objectives.
  • Identifies, trains, and manages resources assigned to various stages and/or sections of response development and implementation.
  • Adjusts rapidly to changes; recognizes and plans for challenges associated with proposal request changes and manages those effects. Helps staff to adapt to new information, changing timelines, or unexpected obstacles

Essential Functions

Key Duties/Responsibilities/Accountabilities
  • Develops the proposal schedule and manages all staff to meet all deadlines and goals.
  • Defines the resources needed for the proposal, defines their roles, and adjusts as needed.
  • Ensures compliance with requirements and regulations of issuing agency (e.g. Centers for Medicare & Medicaid Services (CMS), State, etc.)
  • Ensures compliance with all CMS requirements and regulations.
  • Manages the development of proposal response through each phase of the proposal life cycle to achieve project milestones and objectives.
  • Identifies, trains, and manages resources assigned to various stages and/or sections of response development and implementation.
  • Maintains strong business acumen and ability to translate business strategies into actionable items with current contracts and/or for potential new business.
  • Supports all phases of response efforts to include pre-work and planning (which can span up to 9 months prior to the Request for Proposal (RFP), the typical 2-month span following RFP release, through discussions, questions and answers, award, and implementation).
  • Handles formal responses in predetermined formats with many requirements to each unique RFP.
  • Creates daily, weekly, and other adhoc meetings, establishing agendas and minutes, and tracking completed and outstanding topics.
  • Coordinates with multiple resources, including external partners, subcontracted staff, management, and executive staff to ensure all are on schedule and remain up-to-date of latest issues and developments.
  • Ensures all requirements are met for proposal to be compliant.
  • Provides guidance during the development and implementation process to ensure consistency of approach, compliance to requirements, and development of a compelling message(s).
  • Coordinates with finance resources and other key areas to ensure business and technical responses are consistent and compliant.
  • Schedules and establishes agendas and minutes along with leading proposal kick-off and other proposal development related meetings.
  • Supports the virtual proposal center and creates the proposal framework and templates based on solicitation requirements and/or other instructions.
  • Facilitates key color reviews and debrief meetings and helps direct and make updates to the documents based on color team review results.
  • Coaches proposal team and gathers/delivers the information the team needs to ensure the proposal conveys the right story for the customer.
  • Oversees the coordination of all proposal volumes activities including document production and delivery of completed proposal.
  • Assists with acquiring and monitoring consultant and/or subcontractor services and activities.
  • Completes and submits status reports internally and externally as required by management and/or contract requirements.
  • Analyzes issues or problems that occurred during the course of a project and applies lessons learned to the next proposal.

Non-Essential Duties and Functions
  • Other duties as assigned.
  • Leads, participates, and/or provides support for special projects.
  • Provides leadership for objectives and goals, coordinates the needed resources, facilitates meetings, performs research, and other tasks as needed.
  • Actively participates in workgroups to support management/executive goals as requested.



Minimum Qualifications:
  • Bachelor's degree from an accredited college OR 4 years' directly related proposal work experience
  • 2 years' supervisory experience
  • Strong written and verbal communication skills
  • Ability to collaborate and work effectively as a lead
  • Dynamic interpersonal skills and ability to work with all levels of management
  • Ability to work well independently and as part of a team in a fast-paced, deadline-oriented work environment, completing multiple complex tasks simultaneously
  • Proficient in MS Word, PowerPoint, and Excel

Preferred Qualifications:
  • Bachelor's degree in Business
  • Project management certification
  • Knowledge of technical applications
  • Knowledge of Medicare rules and regulations
  • Experience using Privia and SharePoint

  • Office Environment
  • Ability to read, hear, speak, keyboard, reason, communicate effectively and problem solve
  • Requires prolonged sitting and telephone usage
  • Requires the use of office equipment such as computer terminals, telephones, copiers and printers
  • Infrequent lifting up to 15 pounds
  • Infrequent stooping
  • Travel up to 20%
