Under the general guidance and direction of the Construction Engineer and County Engineer, this position conducts survey, design, and construction inspection of County Public Works Facilities, which includes but is not limited to roads, bridges, and park and recreation operations.

Work involves routine application of semi-professional technical skills and knowledge of moderately difficult civil engineering tasks which include, but is not limited to highway design, drafting, CADD, surveying, construction inspection, right of way related duties, supervision of other technicians and training of personnel. Work is performed in an office and a field setting.

ESSENTIAL JOB DUTIES/DESCRIPTION:
• Ability to operate survey equipment, which includes but is not limited to: GPS, Total Station, Level, etc.
• Acts as a crew chief on surveys and construction projects.
• Keeps job accounts and collects statistics of a precise nature.
• Ability to calculate/estimate all types of materials used in Public Works Construction Projects.
• Makes field inspections, tests and reports on construction materials including Bituminous, Concrete and other construction materials as needed.
• Regularly uses computer programs such as AutoCAD, Soft Tree & other Computer Aided Design Software.
• Ability to use survey techniques to lay out details of all types of public works construction projects, including horizontal and vertical curve alignments and grades.
• Inspects and Supervises County and Township Road and Bridge Projects, including grading, paving and Bridge Construction Projects.
• Monitors bituminous and concrete plant operations.
• Performs materials testing for all types of construction projects
• Performs other related duties as assigned

MINIMUM QUALIFICATIONS:
• High school diploma or equivalent (G.E.D.) - Vocational school coursework is preferred

• Experience in technical engineering duties, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
• Must possess current MnDOT certification: Grading and Base, Level II
---AND---
• At least two (2) of the following: Bituminous, Level QM (Tester), Bituminous Street, Level II (Inspector), Concrete Level II (Inspector), Bridge Construction, Level II (Construction Inspector), Bridge Safety Inspection, Level II (Inspector).
• Proficiency in AutoCAD, Soft Tree or other design software operation experience is preferred
• Proficiency in roadway design and requisite calculations.
• Proficient in route surveying and requisite calculations
• Valid driver's license and evidence of reliable transportation

KNOWLEDGE/SKILLS/ABILITIES:
• Must be able to read, write and communicate in English
• Excellent communication & problem solving skills
• Considerable areas of knowledge include highway engineering practices, construction specifications and regulations, computers, CADD, mathematics and related sciences
• Working knowledge in the areas of the fundamental practices of civil engineering, construction materials and methods
• Proven satisfactory performance in project supervision and construction inspection
• Ability to function as a lead worker for a group of less experienced technicians
• Skill in design and field surveys
• Skill in the use of field, office and laboratory instruments

PHYSICAL ACTIVITY REQUIREMENTS:
Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions.
Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. This position does work in adverse weather conditions at times.

Eligible candidates must have experience in technical engineering and possess a current MnDOT certification in Grading and Base, Level II along with a minimum of two other certifications (See full position/description for further details). Vocational coursework is preferred. Must have a valid driver's license. A written field and/or computer exam will be administered. Wage range is $22.23 - $28.27 /hour; DOE and qualifications.
