NHS is seeking an enthusiastic and motivated individual to assist in leading government initiated projects to enhance electronic documentation exchange and automations. The primary functions will be to lead Electronic Submission of Medical Documentation (esMD) pilots, Certified Clinical Document Architecture (CCDA) efforts, Computer Assisted Review of Documentation (CARD) along with other Medical Review documentation exchange initiatives. This analytical, mid-level position will step into an exciting opportunity to work with other Noridian teams, leadership, customers and vendors to drive Noridian's electronic documentation exchange efforts forward.

Job Summary

The Business Application Analyst is responsible for gathering and documenting business requirements for assigned projects and systems. This position serves as a liaison between Information Technology (IT) and the business area(s) on projects and initiatives. This position works with multiple business departments to review identified needs for various business functions with the goal of identifying business application solutions available to meet those needs.

Essential Functions

Key Duties/Responsibilities/Accountabilities
  • Supports impact assessments to understand business and application implications to requests being considered.
  • Participates in project requirement meetings.
  • Under guidance, creates documentation of business requirements for small and medium-sized projects, including use cases.
  • Acts as a liaison between the organization's business functions, IT staff, and vendors.
  • Supports and coordinates testing activities on IT related initiatives.
  • Coordinates activities and communication on small to medium-sized projects
  • Conducts impact assessments to understand business and application implications to requests being considered.
  • Organizes and leads project requirement meetings.
  • Independently creates documentation of business requirements for all projects, including use cases.
  • Collaborates with project team in defining possible solutions to business needs.
  • Works directly with the development staff throughout life cycle to ensure system modifications are correctly implemented.
  • Conducts daily performance monitoring of business applications in production.
  • Understands and applies basic project management skills on medium-sized projects.
  • Applies organizational and planning skills to develop project plan(s).
  • Coordinates and manages activities and communication on the project.
  • Conducts training and presentations to users that utilize the products and solutions.
  • Possesses an organizational understanding across all lines of business and applies this understanding to each project, problem, or assigned task.
  • Identifies opportunities and implements process improvement at a cross-departmental level.

Requirements

Qualifications

Minimum Qualifications:
  • Requirements gathering and business concepts
  • Bachelor's degree in IT, Business or related field and 4 years' related work experience OR equivalent combination of education and experience as determined by the hiring manager and HR
  • Two years of experience in gathering business requirements and creating use cases
  • Intermediate understanding of IT systems, platforms and data flow
  • Understanding of systems development life cycle
  • General testing processes and methodologies
  • Strong written and oral communication skills

Preferred Qualifications:
  • Bachelor's degree in Information Technology or Business
  • Ability to manage and communicate with various stakeholders
  • Ability to direct and maintain a productive and conducive working environment
  • Ability to coordinate activities among co-workers, vendors and peers
  • Strong problem solving and analytical skills
  • Healthcare and/or Medicare experience


Environment and Cognitive/Physical Demands
  • Office Environment
  • Ability to read, hear, speak, keyboard, reason, communicate effectively and problem solve
  • Requires prolonged sitting and telephone usage
  • Requires the use of office equipment such as computer terminals, telephones, copiers and printers
  • Infrequent lifting up to 15 pounds
  • Infrequent stooping
