Job Details

The Environmental Health & Safety Specialist provides training, consultation, and support to University of Minnesota Crookston departments in the areas of occupational safety, hazardous waste management, and environmental health.  The incumbent may work in the academic, research, and general workplace settings. The incumbent will work closely with managers and academic staff to help achieve campus goals of worker protection, regulatory compliance, and environmental protection.

Responsibilities:

The incumbent will provide consultation and technical support to academic, research and operations groups in the areas of risk assessment, job hazard assessments, and other technical issues related to workplace, academic and research safety. The activities will include:

Health and Safety

  • Facilitating risk assessments and hazard analyses of critical activities
  • Conduct safety audits of work areas, laboratories, construction sites, and facilities based on potential risk, compliance history or as requested
  • Assess staff exposure to hazards such as dust, chemicals, confined spaces, ergonomics and other physical hazards
  • Recommend mitigations based upon engineering controls, administrative controls and personal protective equipment
  • Create safe operating procedures (SOPs) for activities based on risk, and in compliance with federal, state and local health and safety regulations
  • Evaluate and update manuals and documents to reflect current SOPs and procedures
  • Make referrals and facilitate communication with UHS technical specialists (e.g. regulated waste, environmental compliance, biological and radiation safety, industrial hygiene, occupational medicine, disabilities services, and risk management)
  • Work with collegiate resources and other UHS staff to coordinate and deliver safety training and monitor training compliance
  • Serve and support campus safety committees

Laboratory Safety

  • Arrange annual fume hood certification
  • Conduct lab safety inspections
  • Support the lab coordinators role in safety assurance

Regulated Waste

  • Coordinate the Crookston campus and Northwest Research and Outreach Center hazardous waste operations with the UHS regulated waste program
  • Respond to hazardous waste disposal requests
  • Collect and process hazardous waste
  • Conduct special inspection and monitoring activities in waste storage areas
  • Maintain an inventory of supplies and distribute them as required

Environmental Compliance

  • Collect data and complete reports required for air emissions, hazardous waste, and chemical spills
  • Provide technical support related to regulatory compliance with stormwater, wastewater, groundwater, air quality, storage tanks, feedlots and spill prevention control and countermeasures (SPCC)
  • Monitor work sites for storm water, erosion and sediment control

Emergency Management

  • Maintain and update the Emergency Operations Plan (EOP) documents and manuals
  • Participate in emergency management exercises
  • Advise University staff, students, and visitors about appropriate emergency procedures
  • Participate in inspections or other actions taken by local emergency response agencies
  • Coordinate chemical spill response with the Crookston Fire Department and the contracted Hazardous Materials Response vendor
  • Work with the Department of Emergency Management (DEM) to coordinate campus emergency management activities
  • Liaison with local city and county emergency management departments

Asbestos and Lead Program

  • Maintain records regarding asbestos and lead building surveys and personnel training
  • Liaison between UMC Facilities and Operations Department and the Facilities Management Hazardous Materials Program and outside contractors

Capital Projects and Building Codes

  • Represent UHS  on campus construction and renovation projects
  • Work under the direction of the University Building Official as requested

Minimum Qualifications:
BA/BS in safety, industrial hygiene, environmental health, and at least four (4) years of experience evaluating work practices for safety and health hazards in the industrial or institutional setting. Or, a BA/BS in a related field of study and work experience totaling at least eight (8) years.
