The Court Services Division (CSD) of the State Court Administrator's Office (SCAO) of the Minnesota Judicial Branch (MJB) is seeking a professional Accounting Manager to manage the MN Court Payment Center (CPC) accounting unit, including the eFile Support Center.

This position supervises subordinate accounting technicians, payment entry staff and eFile Support Center call center staff handling inquiries from individuals using the MJB eFile and eServe programs (eFS and eMACS). This position also manages the eFile Support Center as well as the accounting, banking, and financial functions associated with the receipting, collection and disbursements of statewide court fines and fees receipted through the CPC accounting unit. This position also oversees functions related to the referral and processing of late penalty notices and delinquent debt to collections for payable cases when no response to a payable citation is received.

RESPONSIBILITIES:
* Directs, plans, assigns, reviews, and supervises the work of a small-sized accounting and clerical staff unit (currently at 7 staff - 5 accounting staff and 2 eFile Support Center staff) in a central location processing payments and performing financial transactions for statewide payable citations.
* Ensures efficient and effective workflow within the work unit, sets work standards, makes, reviews, and approves work improvements and changes, resolves personnel issues.
* Work requires handling cash and credit card information and use of sound judgment and a high degree of professionalism.
* Oversees and participates in recruitment, selection, training, evaluation, discipline, and discharge of employees.
* Responsible for directing, supervising, and monitoring financial functions performed within the CPC accounting unit including preparation of fund disbursements, exception processes such as non-sufficient check processing, refunds for overpayment, unclaimed property, as well as referrals to and payments from a collection agency for delinquent debt referred by the CPC, and regularly scheduled review of financial adjustments, deleted cases, credits, etc. to court cases in the court's case information system, MNCIS. Also responsible for directing, supervising, and monitoring the call center functions performed by staff in the eFile Support Center.
* Frequently performs spot audits of receipts, deposits and disbursements made by staff in the work unit, as well as listening to or reviewing written communication exchanges between court customers using the eFS program and staff.
* Works collaboratively with court administrators and others regarding account reconciliation and financial transactions in common between the CPC and the local courts; provides varied and complex financial procedural information to staff, court personnel, partner agency representatives and the public; collaborates with court administration on eFS-related questions and issues reported by eFS court customers.
* Researches and recommends financial policies and procedures related to payable citation processing. Works with other State Court Administration business, legal, and internal audit and financial staff to develop and implement financial policies and procedures. Ensures conformity with appropriate unit process documentation, statutes, Branch policies and regulations as well as professional accounting practices in accordance with audit guidelines, collection, and bookkeeping principles and practices and process documentation.
* Responsible for managing vendor currently under contract for administering late penalty notices to individuals that do not respond to their citation.
* Actively plans, when applicable, and participates in statewide financial and collections workgroup meetings, product ownership and project team meetings, as assigned, CPC leadership meetings, court services division staff meetings, CPC annual business meeting, revenue review meetings, as well as plan and lead team and one-on-one meetings with subordinate staff.

QUALIFICATIONS:
* Possession of a bachelor's degree from an accredited college or university in accounting, finance, or related field. CPA credentials required.
* A minimum of 3 to 5 years management and staff supervisory experience in a financial setting. Financial experience with the receipting, collection and disbursement of court fines and fees a plus. Extensive experience in bookkeeping, collections or accounting.
* Intermediate to expert skill working with MS Excel and other MS Office Suite of products.

KNOWLEDGE, SKILLS AND ABILITIES:

Required Knowledge, Abilities and Skills
* Ability to analyze complex financial records and reports.
* Knowledgeable about electronic payment systems.
* Ability to learn relevant systems and databases such as the court case management system (MNCIS), eFile and eServe (eFS) program, ancillary financial systems with US Bank and Chase, statewide financial accounting system (SWIFT), Automated Call Distributor (ACD) system, etc.
* Ability to oversee and supervise the handling of large amounts of revenue, including cash and credit card information.
* Ability to determine and carry out objectives, policies and priorities of the work unit.
* Ability to direct, plan, assign, review and supervise the work of subordinate staff.
* Ability to communicate clearly both orally and in writing, ability to interpret, explain and apply complex laws, rules and policies.
* Ability to establish and maintain a positive, effective working relationship with other staff in the unit as well as with the local court leadership and staff, state and local agency representatives, SCAO staff, vendors, and the general public.
* Ability to deliver professional customer service including the ability to handle difficult conversations with court customers, staff, and stakeholders such as outside government agencies.
* Ability to plan, direct, train, and evaluate the work of professional, administrative and office support staff in a manner conducive to high moral and productivity.
* Ability to prioritize constantly changing and competing work priorities and direct the work of self and staff accordingly and effectively including the ability to respond in a timely manner to questions, etc.
* Ability to travel statewide for meetings, conferences, and other work-related functions.

Preferred Knowledge, Abilities, and Skills
* Experience with Court Information System (MNCIS) or complex case management systems.
* Experience with eFile and eServe (eFS) and eMACS efiling programs or eCommerce programs.
* Knowledgeable about Payment Card Industry (PCI) standards.
* Previous experience with remote staff supervision.

SALARY RANGE & BENEFITS: $32.37 - $50.19 per hour or $67,589 - $104,797 annually. Starting salary depending upon qualifications. Excellent State of MN benefits package. For benefit information visit https://mn.gov/mmb/segip/
