$18.84 per hour with benefits including vacation, sick, funeral leave, and holiday pay. Also included in this benefit package is health, dental, and life insurance; medical and dependent care reimbursement accounts (Section 125 Plan) and supplemental insurance; deferred compensation plan and Public Employees Retirement (PERA).

The essential purposes of this position are to process the biweekly payroll of Douglas County and Pope Douglas Solid Waste Management. Responsibilities for the payroll function are accomplished by maintaining employee records in the AS400 Payroll System and Kronos Work Force Ready System, processing timesheets from Web Timesheets and Kronos Work Force Ready, processing County's biweekly payroll, and related bi-weekly payroll reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
*Verify and maintain employee records on CPUI payroll system and Kronos Work Force Ready system.
*Responsible for understanding Chart of Accounts, Payroll System Manuals, Personnel Policies, and Labor Union Contracts.
*Evaluate and calculate - by pulling from other systems - biweekly payroll hours worked, vacation, sick and comp time taken, changes in deductions and cost allocations, etc.
*Evaluate, calculate and data enter expense reports.
*Review and process Commissioner per diem reimbursement requests.
*Process payroll, run and distribute reports to PERA, Nationwide, Valic, Select Account and Union Dues.
*Process payments, work with Auditor / Treasurer Office to insure payments to Banks and checks processed.
*Complete insurance tie-outs.
*Track Cobra payments from Cobra participants and tie-out to insurance invoices.
*Check accuracy of invoices and create vouchers to pay insurance and benefit vendors.
*Assist in creating Gross Payroll and Withholdings Spreadsheet to tie-out the biweekly payrolls to the quarterly reports and W-2s.
*Work closely with Human Resources for employee hire dates, rates of pay, benefit deductions County cost allocations and terminations.
*Provide customer service over the phone and in person.
*Create correspondences and spreadsheets, as needed.
*Must pay strong attention to details while meeting deadlines.
*Complies with all rules and policies in order to maintain a safe work environment.
*Reliable, predictable attendance and punctuality.
*May assist with Human Resource, Central Services, and other duties, as requested or assigned.

REQUIRED MINIMUM QUALIFICATIONS AT HIRE:
*Education
2- Year Degree/Certification relating to accounting, mathematics, or closely related area or High School Diploma or equivalent and 4 years of accounting or closely related experience.
*Experience
One (1) year experience in processing payroll.



REQUIRED MINIMUM KNOWLEDGE, SKILLS, ABILITIES, & QUALITIES AT HIRE:
*Proficiency in Excel and Word. Proficient and accurate keyboarding/typing skills.
*Strong basic math skills - add, subtract, multiply, divide, decimals, percentages, and basic algebra. Strong attention to details and accuracy.
*Knowledge of English grammar, punctuation and vocabulary.
*Ability to follow complex oral and written instructions.
*Knowledge of payroll administrative practices, procedures and technology.
*Ability to effectively communicate verbally and in writing.
*Ability to interact and provide high level customer service & public relations.
*Ability to organize work and pay close attention to detail.
*Ability to prioritize and manage multiple projects. Efficient in completing assignments.
*Strong problem solving and scheduling skills.
*Ability to proofread documents and make independent corrections.
*Ability to work well under pressure and hit deadlines.
*Must possess highly developed software skills; proficiency in Microsoft Office applications including Word, Excel, Access, Publisher, and PowerPoint, plus Outlook calendaring and applications. Must have internet skills.
*Ability to handle information with discretion and in a confidential manner. (MN Data Practices Act and HIPAA laws)
*Ability to identify and use resources to solve problems and gather information.
*Ability to make appropriate decisions in accordance with precedents and regulations and apply those decisions as required by work situations.
*Ability to work independently as well as part of a team.

PREFERRED / DESIRABLE QUALIFICATIONS
*Education
Associate degree or higher in business administration, accounting or closely-related field. Satisfactory completion of class/course in payroll accounting.
*Experience
Two (2) years' experience in payroll processing for a large Minnesota governmental entity, working with union contracts as they apply to payroll, and web time sheet system and/or time clocks.
Math, business, accounting, payroll accounting and governmental accounting experience preferred.
