Job Details

Position Summary:

The SCS Officer is responsible for managing a portfolio consisting of 25-40 active problem loans, OREO, or government subsidized/guaranteed relationships of various size, type, and complexity from C&I and CRE loan portfolios. This position manages assigned relationships to resolution through establishing an overall strategy, actions steps, and timeframes while maximizing value, minimizing loss, and managing expenses by analyzing documentation, collateral, and financial condition as well as management and operations. This position also negotiates loan structures, settlements, and liquidation as well as initiates legal action when appropriate. Also actively reviews and recommends risk ratings and reserves, provides timely and accurate reports to bank management, and ensures compliance with established processes and procedures with respect to credit decisions, reporting, and account maintenance.



Essential Responsibilities:

Job Function Number 1: Work with assigned commercial credit portfolio. - 50%
  • Negotiate and implement action plans and workouts with borrowers.
  • Recommend loan restructuring and interest rates, terms, collateral requirements, and documentation and loan agreements.
  • Properly document action plans and recommendations utilizing standardized periodic problem loan reports.
  • Accept workout relationships as they are identified by Relationship Managers, Underwriters, or other sources.
  • Identify proper risk ratings, non-accrual, and charge offs and properly document rationale.
  • Manage assigned credits according to plan.



Job Function Number 2: Communicate workout strategies with bank management, credit underwriters, participating banks and government agencies. - 20%
  • Make recommendations to Senior Management on various action plans, risk ratings and reserves.
  • Complete SBA and FSA claim packages and write ups as required.
  • Provide guidance and recommendations to credit underwriters on loans not assigned to SCS as required.



Job Function Number 3: Determine and retain use of outside services. - 20%
  • Obtain timely collateral evaluations on all credits within the assigned portfolio, utilizing brokers, appraisers and auctioneers.
  • Engage legal counsel as appropriate.
  • Engage collateral audit firms as required.
  • Engage real estate brokers, auctioneers and other third parties to liquidate ORE and OPP assets as necessary.



Job Function Number 4: Additional Responsibilities- 10%
  • Maintain a proficient knowledge of all applicable banking rules and regulations as well as all bankruptcy, foreclosure, and collection laws.
  • Identify and mitigate potential risk issues against the bank. Interact with bank personnel, debtors, and legal counsel pertaining to such issues.
  • Make necessary preparations for commercial loan and OREO audits or exams. Respond to external auditors and regulatory examiners.



Position Requirements:

Qualifications:
  • 5+ years of commercial loan experience with an emphasis on commercial lending, underwriting, and/or workout required.
  • Bachelor's Degree in Business Administration, Finance, or Accounting related focus or equivalent work experience, supplemented by training in bankruptcy, foreclosure, and/or collection required.
  • Thorough knowledge of credit analysis, finance laws and regulations, bank operations, and applicable compliance policies, procedures, and products required.
  • Demonstrated ability to make accurate and complete examinations of credit records, financials, legal documentation, and adherence to governmental regulations required.
  • Ability to follow wide range of established governmental compliance regulations, bank policies and procedures.
  • Experience performing specialized legal and credit analysis in managing, negotiating, and liquidating large and complex problem loans and OREO credit highly preferred.
  • Proficient with computers and possess a strong working knowledge of Excel and Word.
  • Must hold and maintain a valid driver's license.

  • Skilled at managing relationships with others including borrowers, bank personnel, vendors, federal and state examiners, loan guarantee agencies, municipal departments, and state agencies in a courteous, tactful, efficient, and discrete manner.

Physical Demands: (must be met with or without a reasonable accommodation)
  • Extended periods of time sitting at a desk and using office equipment.
  • Ability to operate a personal computer/laptop for approximately 8 hours per day.
  • Extended time is spent reviewing physical and electronic documents.
  • The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and to stoop, kneel, crouch or crawl. Vision abilities required by this job include close vision.
  • Periodically, may also do light lifting of supplies and materials which weighs in at approximately 20 lbs.
  • Will spend most of time in an indoor environment.
  • Requires the routine & safe operation of a motor vehicle to travel between multiple locations to perform the essential functions of the job.
