Job Summary

The Director of Veterans Affairs (VA) Operations oversees operational teams and drives efficiency, through continuous improvement (CI), quality control, and use of Lean management methodologies and principles. This position collaborates regularly with prime contractor and external customer to report on performance status, present operational metrics and status updates, and address escalated customer issues or questions. This position provides focused leadership with the authority to drive and direct improved operational processes through quality process maturation, consistency, effectiveness, and accuracy. This position reviews operational areas, evaluates bases of estimate, and seeks to identify ways to guide management to enhanced efficiency. The Director of VA Operations leads the organization in CI and quality control efforts, architects and manages a program focused on a culture of CI and maximizing value for the organization's customers, engagement of its employees, and operational excellence and sustainability through a team of professionals.

  • Directs and coordinates continuous improvement efforts across the organization
  • Effectively communicates and collaborates with prime contractor, external customer, internal management and staff throughout the organization


Essential Functions

Key Duties/Responsibilities/Accountabilities
  • Serves as the main point of contact representing the organization with prime contractor and external customers,
  • Works directly with prime contractor and external customer to maintain professionalism, represent the organization, and address high-visibility issues proactively.
  • Regularly reports on operational health, quality metrics, training activities, risks, and issues.
  • Manages and addresses escalated inquiries and issues presented by prime contractor or external customer.
  • Oversees and directs operational management to enhance collaboration between operational units, assess operational efficiency, and identify methods to enhance efficiency.
  • Provides direction on CI by developing a vision of consistent practices, education, and expectations.
  • Drives process improvement initiatives throughout the organization focused on creating long term cost swings and efficiencies.
  • Directs the quality control team to determine appropriate quality metric goals and sample sizes for each department, thinks through the quality control structure for each department, and understands the methodology to perform this work.
  • Monitors the results of the quality control team and ensures consistency in the quality reviews throughout the organization.
  • Collaboratively directs the associated implementation plan, metrics, controls, and technology requirements with key stakeholders.
  • Develops plans to provide for ongoing monitoring and management of business processes.
  • Collects and analyzes process data to initiate, develop, and recommend business practices and procedures that focus on workable solutions resulting in reduced complexity, improved customer experience, increased productivity, and/or reduced cost.
  • Woks with support groups to facilitate successful implementation of business line solutions.
  • Synthesizes and communicates findings and recommendations to business and process leaders.
  • In conjunction with the business partners and subject matter experts, leads problem solving efforts and solutions to improve processes and create efficiencies while supporting further continuous improvement efforts in all areas.
  • Builds and enhances the capability of others through role modeling, training, and coaching on control design and process improvement.
  • Contributes to the toolsets and methodologies used by the process improvement team based on experience and project findings.
  • Contributes actively to network of process improvement professionals within the enterprise.

Requirements

Qualifications

Minimum Qualifications:
  • Bachelor's degree in Engineering, Business Administration, or closely related field OR equivalent work experience
  • 10 years' experience in operational process improvement of which 5 years were spent managing a team of individuals
  • Strong analytical and problem-solving skills to conduct data analysis/synthesis, process mapping, gap analyses, and solution development
  • Demonstrated ability to effectively facilitate the implementation of new processes/procedures with compelling influence to gain acceptance and adoption
  • Superior collaboration skills with the ability to successfully navigate in a large organization
  • Ability to manage projects, gather data, organize ideas, formulate recommendations, and implement solutions
  • Demonstrated strong critical thinking skills with the ability to conceptualize, analyze, synthesize, and evaluate data and information to draw accurate conclusions and make sound decisions
  • Demonstrated leadership skills, including providing direction, influencing, and guiding team members to a recommended course of action
  • Ability to travel independently


Preferred Qualifications:
  • Knowledge and expertise in process improvement methodologies and tools (e.g. Lean or Six Sigma preferred) Master's degree in Engineering, Business Administration, or closely related field
  • Lean or Lean Six Sigma certification
  • Excellent verbal and written communication/presentation skills
  • Successful track record leading cross-business and change management initiatives resulting in customer-centric operational excellence and significant value-add for the organization

  • Requires prolonged sitting and telephone usage
  • Requires the use of office equipment such as computer terminals, telephones, copiers and printers
  • Infrequent lifting up to 15 pounds
  • Infrequent stooping
  • Infrequent travel may be required
