POSITION SUMMARY

This position is responsible to plan, direct, and coordinate the operations of the White Earth Solid Waste collection and disposal in accordance with governmental regulations while managing the  drivers, buildings/equipment for the main transfer station, 5 satellite stations and route collections.

 

DUTIES & RESPONSIBILITIES

Manages the training, development and performance of assigned staff to retain a motivated, professional workforce for White Earth Sanitation.

 

  • Establishes and communicates job responsibilities and performance expectations to assure mutual understanding of desired results.
  • Assesses team member performance, provides positive and constructive feedback on an ongoing basis to reinforce desired results.
  • Trains staff on safe and proper handling of waste materials.
  • Anticipates and plans for needed resources to support departmental programs and systems.

Performs supervisory responsibilities in accordance with the White Earth Enterprises rules, regulations, policies and procedures.

  • Evaluates and documents team members work performance through usage of the current corporate evaluation process.
  • Provide coaching sessions.
  • Planning, assigning, scheduling, and directing work to team members.
  • Ensure staff maintain certifications required for position.
  • Prepare records and reports pertaining to employee activities.
  • Operate as fill in driver as needed on routes.

Participates in formulating and administering company policies, directing and coordinating all department activities to develop and implement long range goals and objectives to meet business and profitability growth objectives.

  • Confers with Chief Financial Officer, Directors and other administrative personnel to review achievements and discuss required changes in goals or objective resulting from current status and conditions.
  • Maintain good rapport with staff and outside entities including tribal, local, state, and federal representatives.
  • Attends White Earth Tribal Council quarterly meetings for updates upon request.
  • Attends White Earth Enterprises monthly board meetings for updates every month.
  • Attends White Earth monthly manager meeting.
  • Operate under standard operating procedures.

Listens and responds to management or customer concerns to maintain a high level of customer satisfaction.

  • Plan, organize and solve issues that arise regarding management or customer complaint.
  • Assist customers in need and answer questions.

 

Manages the logistics of waste routes and dumpster delivery/collection of refuse and recycling.

  • Oversees and coordinates with drivers to ensure the routes are efficient use of time and resources.
  • Operate heavy equipment.
  • Coordinates with office manager for dumpster delivery and collection as consumer requests.
  • Schedule dumpster deliveries and emptying/ switching with efficient use of time and resources.
  • Load and unload various sizes of dumpsters.
  • Practice safe, long-distance driving habits
  • Follow all state and national safety large truck regulations and standards
  • Complete documentation for mileage and cargo
  • Ensure cargo is secured
  • Accurately follow maps and directions for time efficient routes
  • Plan routes to meet delivery schedules
  • Keep track of mileage, fuel, and toll expenses
  • Confirm inventory matches shipping documents
  • Maneuver truck and cargo into a variety of parking spaces and loading docks
  • Sort and bale cardboard recyclables and maintain their proper storage.

 

Manages the maintenance and logistics of the transfer station and satellite stations.

  • Ensures the waste collected is disposed of timely in accordance with governmental regulations.
  • Schedule outside vendors to remove waste as needed.
  • Load refuse and recycling into hauling semi.
  • Oversees the maintenance and upkeep at each station to provide a clean and safe environment for both employees and customers using the facilities.

 

Responsible to maintain vehicles and equipment used by staff.

 

  • Perform or oversee routine maintenance on all equipment including vehicles, loader, trucks
  • This includes regular oil changes, checking components.
  • Arrange for the repair as needed from outside vendors
  • Order and maintain all safety equipment as needed.
  • Coordinate repairs on equipment such as dumpsters as needed.
  • Maintain DOT information on trucks and drivers to be reported in contracts.
  • Inspect truck daily for damage or maintenance problems (tire wear, dents, etc.)
  • Report any accidents or vehicle issues encountered while driving to supervisors
  • Keep interior of vehicle clean of debris and clutter

Involvement on solid waste diversion efforts, integrated solid waste management plan and tribal solid waste and hazardous waste codes planning and implementation in conjunction with environmental program. Develops contingency plan measures for unusual events and emergency response, coordinated with emergency management.

Performs other duties and responsibilities as required or assigned.

 

EDUCATION & EXPERIENCE

Bachelor degree in business management or related field and 1 year supervisory experience, or Associates degree in business management or related field and 3 years supervisory experience, or 5 years in waste management or related field with supervisory experience. Solid Waste experience preferred.

High school diploma or GED equivalent certification; additional truck driving school certification or education a plus

Must have a valid and current Commercial Driver’s License (CDL) to operate a large vehicle

Two (2) years’ previous professional driving experience or related experience

Must have a clean driving record with no recent moving violations

Proficient at driving, maneuvering, and parking large vehicles in tight neighborhood streets and crowded parking lots in all types of weather.

 

Certificates, Licenses & Designations

Valid drivers license and insurance for travel between sites and other business destinations.

 

KNOWLEDGE, SKILLS & ABILITIES

Candidate should be dependable, hardworking and an effective communicator

  • Knowledge of EPA laws.
  • Knowledge of DOT laws.
  • Knowledge of Household Hazardous Waste handling and disposal.
  • Knowledge of and ability to follow and apply the policies and procedures of White Earth Enterprises and White Earth Tribal Council.
  • Knowledge of White Earth codes and ordinances pertaining to solid waste.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer services.
  • Knowledge of the White Earth Reservation demographics, culture, history and lifestyles.
  • Knowledge of heavy equipment, value of equipment, maintenance and repairs.
  • Skilled in customer service and the ability to interact with internal and external personnel with tact and diplomacy
  • Skilled in time-management and organization
  • Skilled in managing time of supervised staff.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to write reports, business correspondence and/ or procedural manuals.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area and volume.

WORKING CONDITIONS

  • Work is performed outside in the elements of all types of weather. Noise level varies from moderate to loud depending upon business flow and equipment usage.  Various levels of refuse smell depending on location of duties. Frequent talk and listening is required. Frequent use of hands and legs, entering and exiting large commercial vehicle.
