The Northeast Higher Education District is a unique governance structure for five autonomous yet interdependent two-year colleges in Northeast Minnesota. These colleges include: Hibbing Community College, Itasca Community College, Mesabi Range College, Rainy River Community College and Vermilion Community College. There are a number of services that are shared among the five colleges such as human resources, business services, institutional research, and health/safety.  Information Technology soon forthcoming.
 
Under this structure, office staff serve all five colleges with a service unit which are disbursed throughout the five locations. The structure looks differently for faculty and staff as the full range of services that had been traditionally provided at one location is now being provided by  office staff who may be housed at a different locations.
 
The President, Vice President of Finance and Administration, Chief Human Resources and each business manager has responsibility for providing to all five colleges and the service unit leadership, oversight, and management for each specific set of business/department functions. NHED provides service to estimated 561 employees and over 4,500 students and numerous vendors and constituents.

Responsibilities

  • This position is the Chief Financial Officer (CFO) for the five colleges of the Northeast Higher Education District. This position has the leadership responsibility for finance, facilities, and all administrative operations for the Northeast Higher Education District.  The finance responsibility includes planning, coordinating, analyzing, and forecasting financial scenarios for the District colleges. 
  • This position supervises business managers in the organization of business services functions including budgeting, purchasing, accounts receivable, financial reporting and resolution, asset and grant management as well as auxiliary operations. This position is responsible to research and implement best practices for financial operations and serves as primary liaison in finance with the Minnesota State system office. This includes all financial, facilities and related reporting functions requested by the system office on behalf of the five colleges.
  • This position also has the responsibility to coordinate capital and HEAPR project planning and prioritization, submission of capital projects and HEAPR requests to the system office and assist colleges in facility organization, operation and management.
     


MINIMUM QUALIFICATIONS:
Education:

  • Bachelors of Science degree in accounting, finance, business administration or related field.

 
Type and length of experience:  

  • Five years of progressively responsible experience as a leader in finance/accounting.

 
Other:

  • High level leadership and management skills with the ability to be effective at all levels of the organization.
  • Excellent organizational, written, verbal and presentation skills to effectively communicate with both internal and external clientele.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), standard business practices, state and federal regulations.
  • Ability to analyze financial and statistical data, draw conclusions and present the information in an understandable format to administration, faculty and staff.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation.
  • High level of computer literacy, including proficiency in Excel, and demonstrated ability to use technology to develop business process efficiencies.
  • General knowledge of internal control methods and related laws, rules, and regulations.

 
 
PREFERRED QUALIFICATIONS:
Education:

  • Master's Degree preferred in accounting, finance, business administration or related field.

Type and length of experience:

  • Seven or more years of progressively responsible experience as a leader in finance/accounting within higher education, K-12 education or governmental.

 
Other:

  • Facility planning experience - working knowledge of capital budgeting and planning processes.
  • Strategic planning experience.
  •  Overnight travel is required.
