The Director of Finance establishes and maintains accounting policies, practices and procedures, including installation and maintenance of new or modified accounting systems. Assists administration in reviewing policies and financial activities, ensuring compliance with the mission, vision, and values of Altru Health System.

The position manages, develops, and oversees daily operations including achieving operating and capital budgets, coding for maximum reimbursement, appropriate billing practices and service delivery to stakeholders. Position oversees all human resource functions to include hiring, training, performance reviews and recognition and reward. Develops and champions department performance and behavioral standards and works to continually improve quality of services. Ensures compliance with all regulatory requirements and holds leaders and staff accountable for meeting goals. Utilizes and applies quality process improvement principles in achieving administrative responsibilities.

Job Dimension and Assigned Areas

Leader will have direct accountability for managing resources through proper budgeting, planning, utilization, evaluation and corrective action in accordance with established policies, procedures and practices for the following assigned departments and/or other primary areas of responsibility:

Finance, Budget, Accounting, Payroll, Reimbursement, Decision Support, Operational/Capital Budgets, Supply Chain, and long-range financial plan. Position also provides financial expertise to regional partners as needed.

Essential Job Functions
Oversees financial reporting for all Altru entities and provides financial, cost control, and productivity support for various departments. Maintains departmental reporting processes, including financial reporting for bond rating agencies. Prepares audited financial statements. Develops and prepares financial information and reports as requested by stakeholders. Maintains compliance with regulations and requirements related to finance, accounting, billing, reimbursement, and cost reporting. Maintains current knowledge of third party payment systems, government regulations, billing issues, and coding and regulatory requirements.

Develops and implements long-range goals that enhance services and support strong relational management with key stakeholders. Develops collaborative relationships with leadership, physicians, clinical, professional and support staff. Sets standards for operational performance for the division/department(s) and fiscal accountability. Develops and achieves annual financial targets and holds managers and employees accountable to budget targets.

Responsible for the coordination of the overall capital planning and operating budget process for the organization including the development of financial projections and resource allocation recommendations in conjunction with appropriate stakeholders. Prepares final corporate budgets and monitors budgets compared to actual results. Provides reimbursement support to upper management.

Coordinates decision support and financial activities with strategic planning and operational leaders in product line portfolio analysis to evaluate programs and services at Altru Health System for their efficiency, cost effectiveness, quality, and fit within organizational strategy and resource allocation.

Develops and implements cost allocation methodologies for the cost accounting system. Manages cost accounting system and generates reports for leaders communicating product line profitability. Participates in developing budget and product line strategy. Ensures proper functioning and integrity of data from source systems and addresses problems when they arise. Develops and administers effective internal controls and functional audit trails. Reviews audit findings with public accountings and federal, state and local internal auditors. Assists in initiating appropriate action based on audit reports.

Seeks out operational efficiency and involves employees and physicians in workforce redesign, as appropriate to better serve the patient, as well as create a workplace that all employees can function at their highest competency and productivity. Leads and participates in acquisition of new technologies to ensure the highest standard of care.

Contributes to the creation of system work environments which result in outcomes, creativity, innovation and accomplishment, and routinely facilitates, participates in and advances collaboration as a technique to generate outcomes for the system. Accountable for the ongoing transformation of cultural and organizational development issues on behalf of the system. Assesses/evaluates cultural and organizational systems and structures within the system and recommends changes. Creates, plans, facilitates, and implements structures for the system.

Recruits, develops, retains and leads a talented team of leadership and staff committed to accomplishing the goals of Altru Health System. Builds an environment of shared commitment to organizational goals and fosters an environment conducive to maximizing individual and collective productivity, emphasizing performance and collaboration. Conducts performance reviews, actively recognizes and rewards employees and takes appropriate actions when performance is not meeting expectations. Acts as a mentor and promotes professional growth of employees. Takes responsibility for personal growth and development and meets all system educational requirements.

Builds consensus with the Medical Staff, working in cooperation with Practice Managers, Department Chairs, and physicians on related strategy and program initiatives. Develops collaborative dyad partnership with Medical Director.

Maintains competency in all organizational, department and outside agency standards relevant to services provided and ensures compliance. Manages processes to ensure all regulatory standards are met as well as works to prevent potential legal risk to Altru Health System as appropriate. Accesses internal resources to assist in adhering to standards as well as ensures staff understands expectations.

Performs other duties as assigned or needed to meet the needs of the department/organization.

License, Certification, and Registration:

Preferred: Certified Public Accountant (CPA); verified by HR Primary Source

Education / Experience:
Required: Minimum seven years related experience
Preferred: Masters degree in related field

Knowledge and Skills:

Required:
Demonstrates the ability to effectively communicate both verbally and in written format.
Demonstrates knowledge of accounting principles (GAAP) and procedures and multi-corporation reports.
Demonstrates strong change management skills and ideally has successfully led large scale change.

Preferred:
Experience with application of lean / lean six sigma.
