Summary

The incumbent serves as a Advanced Medical Support Assistant. The work area may be in direct patient-facing occupations within the hospital areas of Mental Health; Primary Care & Specialty Medicine; Surgical Specialty Care; Imaging; Telehealth Service, and Extended Care & Rehab; or in VA Community Care (Referral Call Center for Patient Care in the Community Coordination).

Typical duties for a GS-6 Advanced MSA may include but are not limited to:
- Works collaboratively in an interdisciplinary coordinated care delivery model. The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports, ensures the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments.
-Develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies by performing clerical and administrative support in the coordination, care and treatment provided to patients (e.g., communicate with non-VA medical facilities).
-Facilitate/process secure messaging with the patient and team.
-Develop and manage a tracking system for follow up care such as consults, tests, etc.
-Patient scheduling, canceling, and re-scheduling utilizing scheduling software, and may include scheduling Clinic Video Technology appointments.
-Participate in team huddles and team meetings to manage and plan patient care.
-Set priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs.
-Work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record.
-Monitor pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work).
-Manage electronic wait list to verify and validate accuracy and resolve issues.
-Participate and provide input in problem solving on operational issues or procedures in team meetings.
-Perform administrative follow up action.
-Participate in and independently follow up on team huddles by sharing information and collaborating with the medical team to assure continuity of care.
-Evaluate patient information and clinic schedule lists to determine whether patient is vested.
- Educate providers about shared patients (those who receive their care at multiple VAs or those who have care in the community).

Work Schedule: Full-time, Monday through Friday, 7:30 am - 4:00 pm or 8:00 am - 4:30 pm.
Some positions may require occasional evenings and weekends.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2019.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. MSAs must be proficient in spoken and written English.
  • Experience or Education. Six (6) months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position OR education one year above high school OR an equivalent combination of experience and education to qualify for this position.

Grade Determinations: GS-6: One year of experience equivalent to the next lower grade level (GS-5). This experience includes but is not limited to scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non-emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and preauthorization requirements for specific coverage. Candidates must demonstrate the KSAs below:
1. Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
2. Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
3. Advanced knowledge of the technical health care process as it relates to access to care.
4. Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
5. Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
6. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

Physical Requirements: Work is primarily sedentary in an office environment. Involves period of moderate to heavy computer usage with daily intermittent walking, standing, bending, stooping, reaching, and carrying of lightweight items. Rigid deadlines and need for high degree of accuracy periodically becomes stressful.

Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). HCP are individuals who, during the influenza season, work in VHA locations where patients receive care or who come into contact with VA patients as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased facilities. HCP include all VA licensed and unlicensed, clinical and administrative, paid and unpaid, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, students, researchers, volunteers, and trainees who work at these facilities. Employees that are unable to receive or otherwise decline a flu shot may be given the option to 'opt-out'.
