Primary Purpose
To perform all recruiting functions from posting to hire. Assist with job-value analysis, and job descriptions. Scan personnel files. Other duties, as assigned.

Main Responsibilities:
*Creates job descriptions from department feedback and vendor valuations.
*Using applicant tracking software (NEOGOV)
*Expanding recruitments to include all Douglas County Departments.
*With hiring authority, develops a recruiting strategy and executes that strategy using newspaper and other online advertisement.
*Types, proofs, orders and distributes Job Opportunities ads to County departments, advertising sources, outside institutions, and HR staff.
*Builds scoring plans with hiring authority in compliance with Federal and Minnesota law.
*Application review, calculate examination scores, screens and apply Veterans' Preference points.
*Carry out neccesary pre-employment testing ( background, drug, driver's lic. etc)
*Processes and coordinates materials for practical, written, training & experience, and oral exams for timely administration by typing and/or proofreading exam questions for accuracy and proper format.
*Enters exam plan into NEOGOV.
*Verifies all applications are on file and in NEOGOV prior to exam processing to ensure smooth workflow and in generating exam notices to applicants,
*Duplicates and prepares all exam material.
*Schedules candidate appointments for examinations.
*Administration of written exams and in word processing as requested.
*Prepares, maintains and secures the files and materials in accordance with established policies and procedures.
*Maintains scanned (exam and applicant) data files; retrieves and forwards electronic copies of applications with certified eligible list to departments and upon request to hiring authority as appropriate.
*Performs multiple audits of applicant data and results to ensure exam results and registers are accurate; updates and integrates into NEOGOV new candidates into eligible registers.
*Ensures the process to certify eligible candidates requested by County departments is in compliance with Personnel Rules in order to fill vacancies by compiling accurate candidate lists from NEOGOV; generates and mails to applicants and certifies eligible candidates to County departments for employment interviews; responds to inquiries from department directors or their designees, HR team, and applicants regarding the certifications process and rules.
*Prepare interview panel and applicant materials
*Oversee interviews.
*Assist with Criminal Background/ Preemployment Drug Testing.
*Responds to applicants and the general public regarding test administration and scheduling, examination/certification policies, procedures and results.
*Generates timely pass/fail written notifications to applicants of examination dates, exam scores, and rank on eligible lists.
*Responds to inquiries from applicants regarding exam results, certification of eligible list questions, seniority and Veterans Preference points, employment opportunities, the application process, and special testing.
*Maintains the HR Interest Card system to notify potential applicants by mail of openings for classifications in which they have expressed interest.
*Troubleshoots HR applicant tracking software (NEOGOV) including: current and archived files; errors in data entry, certification and exam scoring; user problems; and assists applicants to resolve technical software problems.
*Maintains record keeping of certified, hired, waived, and ineligible candidates from certified eligible registers, and layoff, reinstatement and re-employment pool lists; implements County policies, and verifies employee appointments, reinstatements and re-employment in accordance with the County Personnel Act, Personnel Rules, and Union Contracts,
*Verifies and forwards new hire related paperwork to the HR Director, HR and Risk Management Strategic Business Partner and Payroll *Administrator for payroll audit purposes.
*Performs exit interviews.
*Produces and disseminates statistical data on recruitments, as directed.
*Scan personnel files.

Education and Experience at Hire:
*Human Resources Degree/Certificate and 4 or more years of full-time, Human Resources work experience including recruitment and/or staffing.
*Valid MN Driver's License.
*Related experience required at the time of hire:
*Experience recruiting.
*Experience using social media for recruiting.
*Experience using branding for recruiting.
*Experience doing direct outreach (job fairs, etc.)
*Experience writing job descriptions.
*Excellent communication skills in person/writing.
