Minimum Hiring Salary/Position Classification: Salary Dependent upon Experience, Full-Time, Benefited, Exempt

The successful applicant will work with a multidisciplinary team of scientists, engineers, and business professionals to integrate permitting, regulatory, legal, policy, economics, and tax perspectives with applied research related to incremental oil recovery, unconventional oil recovery, and geologic CO2 capture and storage. The successful applicant will stay apprised of the opportunities and challenges facing the fossil energy industry and engage with stakeholder groups to develop strategies and implement solutions that enable the improved production and use of fossil energy. The successful applicant will also represent the EERC in navigating regulatory and permitting processes related to the EERC’s research needs.
 
The EERC is looking for experienced, motivated, and market-oriented individuals to contribute to the success of the organization by performing one or more of the following functions:

  • Stay current with the opportunities and challenges facing the fossil energy industry by engaging stakeholders; participating in regulatory and permitting processes; and reviewing guidance, policy, and regulatory documents. 
  • Work with project teams and EERC clients to develop informed strategies and to implement solutions to improve the production and use of fossil energy, reduce the carbon intensity of energy production, and assist stakeholders in understanding the economic implications of various pathways. 
  • Develop and communicate factual and scientifically derived information to stakeholders to inform sound regulation, policy, guidelines, standards development, and technical or business strategies.    
  • Represent the EERC in navigating regulatory and permitting processes and guidelines related to EERC research needs, including preparation and submission of permit applications, maintaining permit compliance, documentation, and reporting.
  • Work in collaboration with EERC subject matter experts, leadership, and clients to prepare proposals and budgets and to develop, pursue, and execute new business opportunities that are responsive to client interests. 
  • Assist project managers by working with project teams to ensure work is successfully completed on time, on budget, and within client expectations.
  • Effectively and professionally communicate progress, status, and knowledge sharing with stakeholders, including participating in or leading in-person meetings, Web meetings, conference calls, and presentations to stakeholders and at conferences. 
  • Prepare briefings, technical reports, conference papers, and peer-reviewed journal articles, and communicate technical results to clients and the scientific community.
  • Some travel is required.

Minimum Requirements
:

  • Bachelor's degree related to law, policy, petroleum engineering, geology, business, or other closely related field.
  • 2+ years of experience in one or more of the following areas: policy, regulatory, legislation, economics, tax, and/or permitting that pertains to the fossil energy industry and/or CO2 capture and geologic storage.
  • Experience interacting with stakeholder groups to evaluate challenges, opportunities, and strategies pertaining to policy and regulatory challenges.
  • Proven ability to effectively communicate with the general public and technical professionals, business professionals, regulatory agents and policy makers at all levels of management and in all forums.
  • Applicants may be required to present to the interviewers during the interview process.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the US and to complete the required employment eligibility verification form upon hire. 

Preferred Qualifications:

  • Detailed understanding of challenges, opportunities and incentives facing carbon capture and storage including both dedicated and associated CO2 storage scenarios.
  • Experience with the regulatory, permitting and rule-making process pertaining to incremental oil recovery, unconventional oil recovery, and geologic CO2 capture and storage.
  • A deep understanding and experience with one or more of the following areas:

– EPA and North Dakota underground injection control and CO2 storage rules and statutes. 
– EPA GHG monitoring and reporting rules, particularly Subpart RR and UU related to CO2 injection.
– IRS 45Q tax credits enacted by the Energy Improvement and Extension Act of 2008 and amended by the American Recovery and Reinvestment Tax Act and Public Law 115-123 Section 4119.
– Low-carbon fuel markets in the United States and Canada.
– Developing and/or negotiating private pore and mineral lease agreements for oil and gas exploration and production, gas storage, and/or CO2 storage.
– Experience with unitization/amalgamation of pore space and/or oil and gas fields.
– Experience permitting CO2 EOR and/or CO­2 storage projects and UIC Class IV wells.

  • Experience preparing drilling and operating permits, permit compliance, and required reporting related to fossil energy activities.  
  • Experience with petroleum reserves calculations, decline curve analysis, and/or production forecasting.
  • Experience in planning, budgeting, coordination, reporting, and management of research activities.
