The eligible register developed from this posting may be used to fill future FT and PT vacancies within this classification.

Performs a variety of tasks related to the determination of eligibility for Public Assistance programs (Cash Programs, Emergency Programs, Food Support, and Health Care Programs).  Reviews cases to assess needs fit with program rules and ensures complete and accurate case documentation. Work is performed in an office setting.

Essential Duties

 

  • Accurately codes MMIS billing systems with resident's health care eligibility information.
  • Determines eligibility through processing applications, face to face interviews, and asset assessments for all programs in accordance with Federal, State, and County guidelines; evaluates ongoing case eligibility; processes household changes as reported or discovered.
  • Explains and interprets policies, rules, and procedures for clients, other individuals or to groups; explains client rights and responsibilities; provides orientation overviews; explains options and processes; serves as ongoing client resource and advocate.
  • Coordinates services; collaborates and corresponds with internal and external providers.
  • Maintains current knowledge of policies for all programs and shares that knowledge with residents and program participants to keep them informed of their rights and responsibilities.
  • Enrolls participants in health plans, including METS/Health Care Exchange; determines cost effectiveness of employer-offered health insurance; serves as client advocate and investigates and resolves problems related to managed care.
  • Utilizes and navigates between multiple computer programs to access and provide benefit information and to ensure accurate interfaces and referrals.
  • Coordinates services to gather necessary medical documentation to allow the state to make disability determinations.
  • Prepares and participates in appeals processes; takes appropriate action based on appeal decision.
  • Operates within laws that govern Data Privacy and Freedom of Information.
  • Works the hours and/or shifts assigned and begins and ends work on time.
  • Performs other related duties as required or assigned.

 

Minimum Qualifications

Requires 

  • high school diploma/GED and four years of related work experience** OR
  • high school diploma/GED plus one or more years post-secondary education and two years of related work experience** OR
  • an Associate's degree or higher.

**Related work experience MUST BE in a position involving health and human services, program eligibility, or working to determine and provide public assistance benefits to a broad range of clientele.  The incumbent shall possess a valid driver's license and provide a reliable means of transportation for the performance of work responsibilities.

Recent MAXIS/METS system or Financial Worker/Eligibility Specialist experience and bilingual abilities strongly preferred.  One must possess excellent interpersonal skills and be able to multi-task in an environment with changing priorities.

 

Selection Process

 

Selection for this position will be based on a minimum qualifications screening and rating of training and experience. Top candidates will be forwarded to the hiring manager or supervisor for consideration for interview and/or additional assessments. Final selection will include a background check and approval by the County Board.
