Direct and manage the Douglas County License Bureau to provide superior customer serve to the members of Douglas County and the surrounding areas. Responsible for hiring, disciplining, firing, reviewing staff performance, preparing department budget, ordering supplies, and overseeing daily operations. Responsible for staff adhering to complex State statutes regarding licensing, titling, private data, collecting and receipting fees, and multiple daily reports and deposits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
*The Director oversees and provides leadership to staff as they provide excellent customer service in a quick, accurate and helpful manner.
*Provide knowledge and be a resource for both staff and customers, review daily transactions, and assist with obtaining any missing or additional data required. Attends training and keeps abreast of changes in federal and state laws and procedures.
*As the Deputy Registrar, the Director is responsible for the adherence to State Statute and procedures including all transactions and the correct depositing of all funds collected.
*Responsible for accurate data entry that creates reports for three separate state deposits and a four-part deposit of county fees.
*As the Deputy Registrar, the Director, is responsible for accounting of appropriate fees as well as collecting, receipting, depositing funds, and balancing ledgers and bank statements.
*Responsible for training or providing staff with training to perform all essential clerk duties.
*Directly accountable for service staff provides to customers-responsible for handling complaints, questions, and any concerns brought forward by customer.
*Must be prepared to answer questions or concerns brought forward by State auditors and liaisons. Provide insight and answers to any questions regarding paperwork or service provided by the office.
*Order and/or supervise ordering supplies and equipment including tracking, coding payment and requesting payment through the Auditor/Treasurers department.
*Audit and request payroll payment, review and approval of employee leave request, and reimbursement requests.
*The Director is responsible for the License Bureau Budget. The Director develops an annual operating budget that includes all revenues and expenditures. This budget is then incorporated into the larger County General Fund Budget and is presented to the County Board for approval. All invoices are coded to ensure payment from correct county account.
*The Director hires, prepare employee evaluations, investigates grievances, meets with union representatives and employees, prepares and administers disciplinary actions.
*Keep current on County Policies and procedures and see that personnel adhere to these policies.
*Promotes adherence to all safety plans.
*The Director must be available to communicate with staff, customers, vendors, and any person or organization with whom interaction is required for business purposes.

REQUIRED MINIMUMS AT HIRE:
*High school diploma or equivalent
*Three (3) years of experience in high volume customer service atmosphere involving money handling and confidential complex transactions.
*Three (3) years of direct supervisory experience and ability to train employees regarding proper procedures and customer service.
*Ability to be certified as a Title Clerk by passing testing required by Department of Public Safety.
*Must be able to pass NMVTIS, Triple Check, Fasttrack, and CVR training and testing.
*Applicants should possess strong working knowledge of State Motor Vehicle Statutes and procedures.
*Ability to communicate effectively orally and in writing and good public relations and customer service skills.
*Capacity to absorb, interpret, and process detailed and complicated pieces of information.
*Ability to work using a high degree of memorization, concentration, and judgment in interpreting practices and procedures.
*Ability to effectively handle stressful situations while working with a variety of computer programs in a fast-paced environment with nearly constant activity
*Ability to supervise, train, establish, and maintain a strong customer oriented, knowledgeable, and efficient staff.

HOURS
*Monday through Friday 8:00 am - 4:30 pm with possible nights and Saturdays.
