Job Summary
The Talent Development Partner is responsible for the design and execution of a broad range of talent management programs for BCBSND. This role serves as a talent development partner to the business, owning the end to end solution design, and implementation of talent management programs. Split between program management, facilitation, and content development, this role has oversight of employee onboarding, training needs analysis, and the development of learning initiatives that create a positive and engaged workforce.

Experience Requirements
Required: Minimum of 4 Years
Preferred: Minimum of 5 Years
Experience Details: Minimum of 4 years in a Training & Development role required. Knowledge of core learning theories, frameworks, and assessments. Experience in the design and development of learning and performance support solutions, learning needs analysis, and development of blended learning programs which include face-to-face instructor led, virtual instructor led training, a-synchronous learning activities, and eLearning.
Certification, Licensures & Registration Requirements
Title: N/A
State or Agency: N/A
Equivalent combination of education, experience or training determined to be acceptable by Human Resources may be substituted, unless regulated by contract or program standards

Essential Functions
- Designs talent management programs that align with business objectives and supports a positive culture through various methods using adult learning principles in various delivery formats.
- Collaborates with HR Business Partners and business leaders to identify talent management needs and build appropriate tools to address needs.
- Identifies, defines, tracks, and assesses the effectiveness of talent development programs, and implements suggestions for improvement.
- Manages projects and provides clear communication to business leaders and stakeholders on an ongoing basis to measure alignment to the business and organizational priorities.
- Ensures onboarding program aligns with internal training programs and initiatives and supports business objectives.
- Assesses training needs through various surveys, input from HRBPs, organizational analysis or data mining to determine best approach to performance gaps or behavioral change needs.
- Drives and support change through continuous improvement of programs and processes.
