POSITION DESCRIPTION: Under general supervision and with technical oversight by a Registered Land Surveyor, assists in the planning and completion of public works projects by collecting survey data, transferring the data for design, staking construction projects, and collecting final project data.  This position represents the Registered Land Surveyor when working in the field and supervises a crew of one to two employees.

Scope of Responsibility:
 
The Survey Crew Chief will provide work direction and supervision of their crew.  PRIMARY RESPONSIBLITIES:

  1. Gathers all data necessary for project design and closeout.  Provides staking for all construction projects.  .
    1. Applies engineering knowledge for data collection for project design;
    2. Applies survey and construction knowledge for staking projects using plans;
    3. Assists engineers and/or project managers to solve in field problems when they arise. 
    4. .Communicates with engineers and/or project managers with staking questions.
  2. Coordinates staking of City sidewalks, driveways, and rear yard grades.  .
    1. Prioritizing tasks and planning work;
    2. Gathers necessary data and coordinates efforts with other engineering areas when there are conflicts in the field;
    3. Provide staking and engineering design knowledge for rear yard grades and communicates with property owners and/or contractors if there are design issues. 
  3. Provides flood plain elevations for building construction.
    1. Knowledge of floodplain rules and regulations for data collection;
    2. . Generates and maintains survey records in accordance with the City of Fargo Floodplain Management policies.
  4. Updates existing city maps or drafts new maps and legal plats; provides legal descriptions, records changes on original drawings or plans for easements, annexation, vacation and dedications of property.
    1. Updates benchmark book; rear yard grade file; and related survey drawings
  5. Assists the Survey Coordinator and Manager with survey equipment evaluation and recommendation.
  6. Assists with emergency technical duties and floodplain management.
    1. During flood events provides technical assistance to field inspectors;
    2. Stake sandbag/flood protection dikes; verify elevations are correct;
    3. Establish flood protection elevations prior to construction.   
    4. Verify as built elevations for flood plain certification;
    5. Coordinate and monitor protection of City infrastructure.
  7. Supervises the activities of staff, full time and seasonal, and is responsible for carrying out the functions of the assigned area.  . 
    1. While performing the same or similar work as employees under the line of authority, serves as a crew lead, assigning particular work to supervised employees using informed and independent judgment when making these assignments. Ensures employees know and follow department and city rules as well as sound work and safety practices;
    2. Participates as a member of the management team in creating and maintaining a positive work environment and fostering effective performance of staff
    3. Participates in decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control
  8. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs;
    2. Frequently interacts with the general public, contractors, utility representatives and others in the work unit or across departments to exchange basic fact as well as detailed and/or technical information.
  9. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
  10. Responsible for periodically being the designated on-call locator for afterhours, including weekends and holidays.
  11. Performs other duties and activities as assigned.


  MINIMUM QUALIFICATIONS: The job requires an associate's degree in civil engineering technology, survey technology or a related field and five or more years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  A valid driver's license is also required.
 
Knowledge, skills and abilities include:

  • Knowledge of technical engineering methods, techniques, principles and procedures, particularly surveying techniques and methods;
  • Knowledge of design and construction theory, method, and engineering design standards;
  • Knowledge of technical engineering methods, techniques and procedures such as  surveying;
  • Knowledge of geographical information systems, computer aided drafting and design;
  • Skill in performing mathematical computations such as algebra and trigonometry in order to calculate slopes and quantities, such as cut and fill;
  • Skill in organization, prioritizing, supervision of work;
  • Skill in performing technical engineering procedures such as collecting and documenting surveying data, drafting and designing;
  • Skill in operating surveying equipment and computer related programs;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, contractors, the general public, etc. sufficient to exchange or convey information and to give and receive work direction;
  • Ability to interpret, explain and enforce applicable policies and procedures, especially safety;
  • Ability to prioritize work, meet deadlines, and make sound decisions within established guidelines;
  • Ability to work independently.

PHYSICAL DEMANDS: Work is performed in an ordinary office environment and in the field.  The amount of field time will vary by specialty.  Outdoor work involves exposure to all weather conditions, dirt, noise, and fumes.  There is exposure to construction equipment and traffic at project sites.  The job may involve lifting manhole covers and carrying or setting up survey equipment. Regular driving is required. There is considerable attention to detail.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
