POSITION DESCRIPTION: The Equipment Technician II performs a variety of technical, mechanical and general repair or maintenance on a wide variety of vehicles and equipment. This is the second level of a three level series. It is differentiated from the first level in that tasks are of a higher level of technical difficulty involving diagnostic skills and major component rebuilding. PRIMARY RESPONSIBLITIES: The Equipment Technician II performs works on high value equipment where proper preventive maintenance is necessary in order to preserve assets and avoid injuries attributable to equipment failure.  Work direction and training will be provided to less experienced technicians.
 
Essential Duties and Responsibilities:
 

  1. Rebuilds or repairs major and minor components found on the different types of vehicles and equipment operated by various departments.
    1. Transports and Test drives equipment while performing vehicle safety inspections to ensure proper function;
    2. Equipment includes gasoline and diesel engine, pumps, hydraulic systems, pneumatic systems, conveyor systems, heating AC systems, electrical systems, electronic/computer systems, transmission preventive maintenances, gear cases, boiler systems, valves, etc.;
    3. Diagnoses various equipment and vehicles when malfunction occurs by communicating with onboard computers and/or utilizing other testing devices. Makes recommendation to supervisor on appropriate repair procedures;
    4. Performs preventative maintenance on vehicles and/or equipment including safety compliance checks, in order to ensure safe and efficient operation.
  2. Performs all phases of major and minor repair on the bodies of vehicles operated by the departments.
    1. Tasks include painting (application of single stage and base coat/clear coat systems), surface preparation, fiberglass repair, rust proofing and repair, window replacement, door and hood adjustment, frame and structural straightening, repair of unitized bodies and other duties of a similar level;
    2. Welds components to the vehicles as needed for function or safety;
    3. Installs and fabricates accessories and safety devices for specialty vehicles and equipment.
  3. Assists other Public Works Departments with operational duties as needed;
  4. Estimates time, parts, tools and equipment needed for repair; completes necessary forms and enters information into the fleet maintenance system to document any tasks performed. Confers with supervisor if significant amount of time and/or cost is likely to be involved.
  5. Fabricates parts and special tools needed to perform repairs or to rebuild equipment according to self-design or blue print specifications including welding metallic materials and operation of various metal working machinery, such as torches, welder, grinders, etc.
  6. Makes recommendations as to design changes to improve the performance or maximize the operational life of equipment and provides input as to specifications for new equipment.
  7. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised;
    2. Conveys basic information to the public when approached with questions; occasionally interacts with vendors or across departments to exchange detailed and/or technical information.
  8. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
  9. Performs other duties and activities as assigned.

MINIMUM QUALIFICATIONS: The job requires an associate's degree in an appropriate mechanical specialty, such as automotive and diesel technology, and three or more years of related work experience,  or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  A valid commercial driver's license (CDL Class B) with an air brake endorsement is required.  Appropriate DOT certification and ASE (Automotive Service Excellence) certification are required and/or other appropriate certification. Incumbent will also be required to furnish a complete set of hand tools needed to complete the essential duties of the position.
 
Knowledge, skills and abilities include:

  • Knowledge of proper and safe procedures of hazardous materials handling including storage and disposal according to federal regulation;
  • Knowledge of occupational hazards and necessary safety precautions in the work place;
  • Knowledge of machine shop practices, welding, cutting, and other metal working techniques;
  • Knowledge of concepts, principles and techniques relating to the operation, maintenance and repair of a wide range of automotive and diesel equipment;
  • Knowledge of engines, transmissions, hydraulic systems, brake systems, HAVC, fuel injection, electrical, electronic and computer diagnostics;
  • Knowledge of Department of Transportation (DOT) regulations;
  • Skill in basic mathematical computations to make precise measurements and develop repair estimates;
  • Skill in written English sufficient to read technical manuals and instructions and to record pertinent information concerning repairs;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
  • Skill in operating general computer software programs and accessing onboard computers;     
  • Skill in the proper and safe operation, servicing and maintenance of material moving equipment;
  • Knowledge of local and state laws and regulations regarding the operation of equipment.

PHYSICAL DEMANDS: Most work is performed in a shop environment, but will include outdoor work.  Work varies from moderate to very heavy and requires lifting, pushing, pulling and climbing.  There is regular exposure to multiple very disagreeable working conditions such as extreme weather conditions, dust, dirt, mud, fumes, and loud noise.  There is regular exposure to hazardous chemicals and fuel, fumes, electrical hazards, moving equipment, vehicles, and slippery conditions. 
 
Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.
 
Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
