ABOUT MHAThe Minnesota Hospital Association (MHA) represents 141 hospitals and health systems, which provide quality care for their patients and meet the needs of their communities. Since 1917, MHA has worked to equip Minnesota's hospitals and health systems with leading-edge resources, best practices and guidance to provide high-quality care and contributions that extend beyond the hospital's walls into the communities they serve. MHA provides services to hospital and health system members in areas including: federal and state advocacy, continuous quality improvement and patient safety, communications, data and information services, education and professional development, finance, legal services, and priority issue support. MHA's Policy and Advocacy Department works to develop, promote and implement health care policy at the state and federal levels of government to benefit hospitals' and health systems' patients, employees and communities. The department works closely with MHA members to bring hospital and health system concerns to elected officials in St. Paul and Washington, D.C. The department partners with health care providers, community groups and other stakeholders to advance common interests. SUMMARY Research and analyze current and proposed federal and state health care policy, law and regulations concerning issues that may include but are not limited to health care reform and payment policy, health insurance regulations and requirements, state Medicaid and public programs, mental and behavioral health, health information technology and telemedicine, health care finance, data reporting and health analytics, and other priority topics for the association. Provide consultative assistance and information on behalf of MHA members on policy and regulatory issues for assigned areas. Represent MHA on various internal and external stakeholder groups and committees as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following as assigned. Other duties may be assigned.Research and analyze current and proposed federal and state health care policy, law and regulations concerning issues that include health care reform and payment policy, health insurance regulations and requirements, mental and behavioral health, and community benefits and health needs assessments.Research state and federal policy and regulatory questions from MHA members and staff.Assist in developing alternatives and responses to regulatory and legislative proposals.Draft comment letters on the potential impact to Minnesota's hospitals and health systems from proposed state and federal regulations. Keep abreast of comment period deadlines of importance to members. Assist in soliciting member input on proposed regulations.Monitor, interpret and explain new and revised regulations to members to promote continuous hospital regulatory compliance and survey readiness. Assist in the development of educational materials and presentations regarding this information for members.Provide consultative and research assistance and information to MHA members on policy, legislation and regulatory issues for assigned areas. Develop and maintain working relationships with staff from key federal and state agencies, particularly as it pertains to research and implementation of statutory requirements or payment policy, and other pertinent topics.Provide written summaries for members of proposed laws and regulations in the form of memos, fact sheets, letters, reports and presentations. Present summaries of proposed laws, policies and regulations at MHA member meetings.Produce and update a legislation tracking document during the state legislative session.Assist with research and drafting of state legislative session summary.Draft and support other staff in their drafting of articles for association's weekly electronic newsletter.Carry out any other related duties and responsibilities as assigned. QUALIFICATIONS:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Knowledge of health care, as well as familiarity with legislative and regulatory processes.Possess a general understanding of the regulatory, financing and operational aspects of health care delivery. Experience in analyzing the impact of proposed legislation or regulations on the provision of hospital services is preferred. Experience in dealing with state or federal legislative processes, government agencies and/or licensure bodies is preferred. Strong writing and interpersonal skills. Public speaking or presentation skills and experience preferred.Communication skills, especially the ability to communicate data, thoughts, concerns and ideas in a clear and understandable fashion both in writing and in speaking.Building and maintaining relationships with MHA's senior leaders and colleagues, as well as staff of government agencies, association members, health care advocacy and stakeholder organizations, and individuals.Ability to think creatively and offer reasonable alternatives or options to policy issues.Ability to conduct independent research, including use of on-line and government resources.Strong work ethic.Ability to build close, trusting and effective working relationships across the Association's departments and reporting relationships, including members of the Senior Management Team.Adaptable, flexible and skillful in managing multiple projects and shifting demands as circumstances change.Be able to work well with others in identifying problems, evaluating alternatives and preparing corrective courses of action. Able to work independent of close supervision and provide support to MHA's senior leaders and colleagues across departments; high degree of self-motivation and self-discipline. EDUCATION and/or EXPERIENCE Bachelor's degree (B.A. or B.S.) from four-year college or university and at least two years of relevant experience, or post-graduate studies in related field. SUPERVISORY RESPONSIBILITIES Position has no supervisory responsibilities. LANGUAGE ABILITYAbility to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. MATHEMATICAL ABILITYAbility to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SKILLSMust have good knowledge of Microsoft Office Suite.
