POSITION DESCRIPTION:

Please note that this is a contracted position

Under the supervision of the Utility Supervisor – Water, the Maintenance Attendant II performs skilled/technical maintenance activities at the Water Treatment Plant, water towers, and other related facilities. 
 
Scope of Responsibility:
 Responsible for the quality and accuracy of his/her own work and for providing guidance and work direction to other Maintenance Attendants and laborers.  Responsible for the care and safe operation of a variety of equipment with high monetary value.  Performs work at Water Treatment Plant, water towers, and other related facilities.
 

PRIMARY RESPONSIBLITIES:

  1. Performs preventative maintenance on buildings, grounds, and equipment according to schedule.Refers to specific manuals for each building.
    1. Cleans out clarifier and thickener tanks; enters tanks to perform cleaning.
    2. Monitors, maintains and repairs sprinkler system.
    3.  Performs HVAC maintenance and repairs.
      1. Troubleshoots air handling units and power roof ventilators;
      2. Inspects HVAC system twice a year for problems and replace parts
  2. Performs minor and major repairs on buildings, grounds and equipment.
    1. Troubleshoots and diagnoses mechanical, electrical, heating/cooling, plumbing system and other related system malfunctions;
    2. Determines appropriate method of correction and performs repairs;
      1. Installs and wires circuits including replacing ballasts;
      2. Repairs and operates heating/cooling systems including boilers;
      3. Inspects, installs and repairs plumbing equipment and fixtures including running pipes, installing valves;
      4. Constructs, installs and modifies partitions, window and door frames, tables, bleachers, chairs, etc; paints, repairs roofs, etc.
         
  3. Estimates time, parts, tools and equipment needed for repairs, completes necessary forms to obtain items.
    1. Notifies and discusses with supervisor any high cost/time repairs and projects;
    2. Reviews existing material/supply inventory (e.g., tools, chemicals) on a regular basis and identifies needed items;
    3. Makes purchases for purposes and amounts that are within the budget and within the authorized approval limits of the job;
    4. Works to ensure the most cost effective alternatives are identified.
       
  4. Provides work direction and instruction to other Maintenance Attendants, temporary laborers and/or contractors.  
    1. While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to co-workers using informed and independent judgment when making these assignments and ensuring the employees know and follow department and city rules as well as sound work and safety practices;
      1. Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss.
         
  5. Maintains various records of repair and maintenance activities according to established procedures.
     
  6. Unloads chemical such as chlorine; operates a crane and a forklift to unload various chemicals.
  7. Assists as needed in the plant.
    1. Assist Mechanics with various procedures such as sludge plant maintenance, replacing belts, etc.;
    2. Assists instrument technician with testing monitors and sensors.
    3. Assists with residuals plant operations and drives sludge truck as needed.
  8. Performs housekeeping duties, operates equipment for snow removal, and maintains grounds for water treatment plant and water system remote sites.
  9. Assists in developing the work unit budget.
    1. Reviews past expenditures, identifies anticipated needs.
  10. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Interacts regularly with others in the work unit, the public, vendors or across departments to exchange basic fact information as requested or as necessary to perform job duties;
    2. Occasionally interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information where the ability to explain concepts is exercised.
       
  11. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
    1. Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
    2. Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
    3. When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.
       
  12. Performs other duties and activities as assigned.

MINIMUM QUALIFICATIONS: One year of technical training in building construction, mechanical, electrical repair trades or a related field and three or more years of previous responsible experience performing technical maintenance and repair work, including operation and maintenance of a boiler system; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  A Boiler's License is preferred.  A valid driver's license is also required

In addition to the minimum qualifications required for the Maintenance Attendant II, when assigned to the Water Utility, a Commercial Driver's License (CDL) is required.

Knowledge, skills and abilities include:

  • Knowledge of current methods and techniques of maintenance/repair and construction in the areas of mechanical, electrical, plumbing, heating/cooling and other related systems;
  • Knowledge of proper work procedures and acceptable safety standards;
  • Knowledge of applicable building and safety codes;
  • Skill in executing current methods and techniques of maintenance/repair and construction in the areas of mechanical, electrical, plumbing, heating/cooling and other related systems;
  • Skill in operating a variety of hand and power tools;
  • Skill in troubleshooting and determining causes for mechanical or electrical failures;
  • Skill in prioritizing and organization;
  • Basic computer skills;
  • Skill in communication, interpersonal skills and strong customer service skills;
  • Ability to learn new computer applications;
  • Ability to participate in 24/7 on-call rotation.
  • Knowledge of chemical hazards and related codes;
  • Ability to operate sludge and dump trucks;

PHYSICAL DEMANDS: Work is performed in a variety of indoor and outdoor settings including construction sites, offices, and all City facilities.  Work is generally heavy with considerable variety.  Daily work involves moving, pushing and/or lifting objects weighing over 100 pounds such as containers of chemicals, furniture, and unloading trucks, moving equipment, etc.; climbing ladders, maneuvering in small spaces, and regular driving to locations within the City.  Regular operation of equipment such as lifts, Bobcat, snow-thrower, and various manual and power hand tools is required.  Work involves moving, pushing and/or lifting objects weighing over 100 pounds; climbing ladders, maneuvering in small spaces, and regular local driving.  Working conditions include regular exposure to dirt, soot, oil, noise, extreme weather conditions.  Hazards include exposure to hazardous chemicals, moving mechanical parts, electrical work, climbing on ladders, on lifts and going on roofs. There is moderate attention to details. 

In addition to the physical activities and working conditions stated in the core job description, the Maintenance Attendance II – Water is also exposed to hazardous chemicals such as polymer, ammonia, lime and soda ash.  The position requires entering confined spaces such as pipes measuring three feet in diameter.  Proper safety equipment such as harnesses, ropes, respirators is required. Regular driving is required.
Activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. 
 
Heavy Work:  Physical demands are normally those associated with heavy work: Exerting up to of 100 pounds of force occasionally, and/or in up to of 50 pounds of force frequently, and/or up to 20 pounds of force regularly or constantly to move objects.
