Summary

Position is assigned to Engineering Service at the Fargo VA Health Care System (VAHCS) in Fargo, ND. The Air Conditioning Equipment Mechanic determines his work procedures to accomplish assignments and directly supervised by the Maintenance & Repair Foreman. This position primarily conducts duties at the Fargo VA Health Care System, but at times will be required to travel to other locations within the Fargo VAHCS, other VA Health Care Systems, or other locations within the commuting area.

Responsibilities

 

  • Performs all Journeyman level necessary repairs, preventative maintenance and installation of all HVAC items, heating equipment, refrigeration equipment, food service equipment, laundry equipment and other specialty equipment within the Medical Center and support buildings.
  • Must be able to perform Journeyman level trouble shooting of HVAC systems, refrigerant systems, chilled water systems, hydronic heating systems, etc
  • Must be licensed in the maintenance practices of adding refrigerant and removal of refrigerant for refrigeration systems.
  • Maintain and troubleshoot Dedicated Air Conditioning Units (DACU's) such as those used in the computer server room and telephone switch room along with all associated piping, condensers and controls.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2019.

Your background must demonstrate Journeyman level experience in preventative maintenance and installation of all HVAC items.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements. The screen-out element for this position is Ability to do the work of Air Conditioning Equipment Mechanic without more than normal supervision.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. NoteA full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

PHYSICAL EFFORT/REQUIREMENTS: 
Incumbent must be able to perform moderate to heavy physical effort over a minimum eight-hour period of time, including lifting, crawling, climbing, bending, etc. When working on platforms, scaffolding and ladders, workers must climb equipment carrying and lifting tools and materials. Physical or muscular effort in performing duties includes, but is not limited to; fatigue producing action such as working overhead, lifting, pushing, pulling, crawling, climbing, stooping, stretching, standing, sitting, bending, kneeling, squatting and other potentially uncomfortable positions in order to accomplish the assigned task. Incumbent may work with and in areas with unpleasant fumes or odors and shall wear assigned Personal Protective Equipment. Strenuous physical effort is required while dismantling and reassembling equipment. The incumbent frequently carries and sets up parts and equipment that weigh up to 50 pounds. The incumbent must work from ladders, scaffolding, etc where parts of systems worked on are frequently in hard to reach places. Hand dexterity is a critical requirement in completing most tasks.

WORKING CONDITIONS: Work is performed both inside and outside. There is continuous exposure to chemical and the inhalation of harmful fumes from chemicals in oils, gases, refrigerants, etc. Irritation of eyes, skin and respiratory tract may result from equipment maintenance and/or repairs. Ladder climbing and working in high places is routine. Incumbent must be very safety conscious at all times.
While outside, will be exposed to a variety of weather conditions, both cold and hot, windy, wet, etc. in which work shall have to be completed since the demands of the Medical Center cannot wait for better weather to arrive at the site in order for the work to be performed. Shall be exposed to extreme heat such as in steam pits and cold such as Ultra Cold freezers and working outdoors in subzero weather with significantly below zero wind chill factor.
Shall occasionally need to work on rooftops of high buildings, and in cramped areas such as steam pits. While working in these areas, can be subjected to cuts, bums, electrical shock and toxic refrigerants. The wearing of uncomfortable facemasks and protective clothing are necessary when working with and around hazardous materials and large amounts of refrigerants.
