The Assessing System Specialist coordinates business process automation, system enhancements, development and functionality of the Real Estate Management System (REMS) for the Assessing department; researching, coordinating and testing all aspects of REMS including patching, version updates and database upgrades; performs and interprets statistical and data analysis including ensuring data integrity and data security; requires well-rounded experience in mass appraisal methodology; supervises the Assessing System Analyst staff and recommends appropriate market value adjustments to the Computer Aided Mass Appraisal system that respond to annual changes in the real estate market while adhering to State of MN property tax statutes and guidelines. 

Minimum Qualifications

· Bachelor's Degree in Real Estate, Economics, Statistics, Computer Science or in a closely related field
AND
· One year experience in or supporting the appraisal and assessment of real and personal property
AND
· One year of Computer Assisted Mass Appraisal (CAMA) application use and/or valuation modeling experience.
OR
· An equivalent combination of education and experience to total six years.

PREFERRED QUALIFICATIONS:
· Licensed MN Assessor
· Master's Degree in Real Estate, Economics, Statistics, Computer Science or in a closely related field.
· Experience with Geographic Information Systems (GIS) and Structured Query Language (SQL) and/or Oracle database structures.
· Three years of experience in the appraisal and assessment of real and personal property.,
· Three years of Computer Assisted Mass Appraisal (CAMA) application use and/or valuation modeling experience.
 

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Conducts data reporting, querying and data manipulation using advanced SQL terms, concepts, functions and database relationships in order to perform data integrity queries and statistical analysis.
2. Identifies business needs with department management, coordinates design, reviews development specifications and tests updates to Real Estate Management System (REMS) for Assessing department.
3. Plans, coordinates development, and implements business and appraisal process automation with department staff.
4. Analyzes real estate market data sets (eg. Income, cost and market) and prepares analysis and sales ratio studies to recommend appropriate market value adjustments to Department Managers and Appraisal Supervisors for all property types.
5. Create or adjust building and land mass appraisal tables utilizing multiple valuation approaches including modeling, regression analysis, and GIS integration.
6. Develops REMS training plans to fit the needs and resources of the department and trains department staff in use of CAMA enhancements or functionality.
7. Coordinates with Division support for the purchase and installation of County standard hardware and software.
8. Supervises the team of Assessing Systems Analysts.
 

Knowledge, Skills & Abilities and Work Environment

· Knowledge of concepts and applications of CAMA systems and database structures.
· Ability to apply complex problem solving techniques in response to appraisal and assessment issues.
· Knowledge of advanced math principles and statistical analysis. Comprehensive knowledge of assessment principles, techniques, regulations, practices and tools.
· Demonstrated ability to lead and coordinate the work activities of project teams.
· Ability to make independent, quality decisions to resolve issues.
· Ability to detect problems or discrepancies in the quality of CAMA data and constructively correct such errors.
· Ability to communicate technical and non-technical subjects to all type of audiences preferred.
· Ability to create and support effective working relationships within and between divisions, departments and outside agencies and assessment peers.
· Ability to analyze departmental needs and prepare strategic responses to meet those needs.


WORK ENVIRONMENT: Work is primarily sedentary, although there is some travel and carrying of lightweight items such as briefcases, notebooks and work papers.  There is a lifting requirement of up to 20 pounds on an occasional basis (computers, monitors, etc).   The work is typically performed in an adequately lighted and climate controlled office.
